BACKGROUND The Department of Sport Arts and Culture received a Budget allocation of R440m for 2022/23 and R462m for 2023/24 financial years for the implementation of the Presidential Employment Stimulus Programme (PESP 4). The Department identified the five entities below to roll-out the implementation of the programme.

  6. PESP4 Overview PESP4 Overview Art Creating Call-to-Artists was opened 1 August 2023, closed Friday, 25 August 2023. Applications being processed Work-Based Experience Recruitment of interns by Hosts is ongoing. Majority of Interns have started. Mentorship Pre-Screening was completed 15 August 2023. Evaluations were completed on 24 August 2023. Adjudication completed on 28 August 2023 Museum requested Tranche 2 (R8,500,000) transfer on 16 August 2023.

  9. OVERALL PROGRESS UPDATE PESP4 DESCRIPTION UPDATE 1. Open call for applications went live on 3 April 2023 and closed on 28 April 2023 2. Full application forms sent on 12 May 2023 3. Full application form closed 11 June 2023 4. 126 full applications were submitted to BASA; 8 duplicates were found.Therefore,118 full applications will be reviewed by the panel. 5. Open call for the external review panel went out on 12 April 2023 and closed on 28 April 2023. 15 nominations were reviewed and 6 were shortlisted and approved 6. PESP4 Review Panel induction meeting was held 22 June 2023. 7. Deliberation meetings by PESP4 Review Panel took place on 19,20,21 and 25 July 2023 8. Co-chairs of the PESP4 Review Panel were voted in PESP4 CYCLE 01 2023 9. 22 projects were originally recommended by the review panel, one project was retracted due to a Conflict of Interest. The allocation of R278,500.00 for the cancelled project was agreed upon to be added to PESP4 Cycle 02 10. 21 projects with a proposed total of 596 jobs to be created, have been recommended by the review panel 11. 54 jobs remain from PESP4 Cycle 01 to be targeted in PESP4 Cycle 02 with an adjusted target of 704 12. Outcome letters for PESP4 Cycle 01 have been sent out to all applicants 13. Review panel recommendations have been signed off by BASA CEO and board and sent to DSAC 14. External contracting in the process with the 21 successful beneficiaries 15. The technical meeting with DSAC-PMU was held on the 14 August 2023 at BASA offices 16. Approved funds allocated for Cycle 01: R 9,558,000.00 17. An Induction Webinar for approved beneficiaries will be held on Tuesday 5 September 2023 9 PESP 3 and 4

  10. OVERALL PROGRESS UPDATE PESP4 DESCRIPTION UPDATE 1. Key dates have been reworked for Cycle 2 2. Marketing and publicity plan being finalized 3. BASA Marketing team are strengthening PR efforts in previously underrepresented provinces and communities PESP4 CYCLE 02 2023 - 2024 4. Open call go live date is on 04 September 2023 5. A Webinar will be held on 11 September 2023 in an effort to ensure stronger proposals and applications 6. A new integrated platform developed by BASA and Moya Money will go live with this cycle to assist with managing applications and reporting structures 7. Approved funds for allocation in Cycle 02: R 9,558,000.00 8. The amount of R 278,500.00 will be allocated from Cycle 01 towards Cycle 02 Funds for disbursement in PESP4 Cycle 02: R 9,836,500.00 10 PESP 3 and 4

PESP4 STATUS UPDATE -Open call closed at midnight on 30 June 2023 -297 applications were received - 907 applications registered but not submitted - -Extension given to registered applicants from 3 to 7 July to finalise and submit applications; - Additional 141 applications were received -Total received applications = 438 - Evaluations finalized.
