What is Shallow Subsidy The Salvation Army Shallow Subsidy Program is a time limited subsidy that provides rental assistance of up to 35% of the total monthly rent to participants experiencing 60% or higher rent burden and requires ongoing housing case management and rental assistance to maintain housing stability. The main goal of the program is to prevent participants from falling back into homeless by provide housing stability through case management and rental assistance while the participant is either waiting on an affordable housing waiting list, and/or an employment/education enhancement program.   3. Program Updates Now accepting Month-to-Month leases. Now accepting Sublets (with authorization via Master Lease). Now accepting ALL habitability inspections (one year date not required). Supervisors are now reviewing ALL referrals and providing final decisions within 72 hours. The Salvation Army

Eligibility Requirements Referral Agency must be an LA County LASHA approved TLS-RRH/HP - Client must reside in LA County All household members must be enrolled in HMIS (unless DV) Participant s total income + subsidy, must cover (at minimum) 100% of the monthly rent. Participants must be experiencing severe (at least 60%) rent burden + Household at or below 50% AMI Client has made at least 3 on-time rental payments and have no rental arrears Participant must be on an affordable housing waitlist If Veteran status must have exhausted SSVF services to be accepted If Intensive Case Management Services (ICMS) they must be connected to a mental health provider at time of referral and must remain connected Must be able to perform ADLs or has a health aide that will be assisting HP Clients ONLY MUST have paid 65% of their rent the month prior to referral HP referral Ages 18-54 ONLY: Sole household income must be FIXED income

SSI/SSDI Veteran s Service Connection Disability VA Non-Service Connection Disability Pensions Private Permanent Disability Insurance Social Security Retirement Survivor's benefits CAPI (non-citizen s income) General Relief/CalWORKs, Child Support, Unemployment, state temporary disability Alimony or employment are not allowed sources of fixed income

Rent Burden Scenarios Clients rent including utilities is: $1,000.00 Clients rent including utilities is: $1,000.00 Clients' Monthly gross income is: $800.00 Clients' Monthly gross income is: $500.00 Clients Rent Burden: $1,000/$800 = 125% Clients Rent Burden: $1,000/$500 = 200% Clients' subsidy (35%) is: $350.00 Clients' subsidy (35%) is: $350.00 Subsidy $350.00 + Income: $800 = $1,200.00 Subsidy $350.00 + Income: $500 = $850.00 Monthly variance: $1,200-$1,000= (+$200.00) Monthly variance: $850-$1000= (-$150.00) Based on the information above client's income + TSA subsidy is sufficient to maintain clients' monthly rent.   8. Eligible or Ineligible? Whitney Parker is currently enrolled in a TLS-rapid rehousing program, she is a single mother of 5 residing in LA, CA. She is unemployed and received $1,300.00 per month from CALWORKs. Whitney was rehoused by the TLS-RRH agency 6 months ago; Her monthly rent is $2,000.00, and with the assistance of the TLS-RRH agency Whitney has no arrears or lease violations. Her landlord is open to working with SS and she is on several affordable housing waitlist. Whitney monthly utilities averages $100.00, she has a car note that is $200.00 car insurance is $80.00, she spends approximately $150.00 on gas each month, her oldest child plays basketball, the dues are $75.00 per month and although she receives food stamps, she still spends about $100.00 cash per month on food. Would this referral not be a good fit for the program, why or why not?? Shallow Subsidy Program

  9. Eligible (but not a good fit) Whitney Parker is currently enrolled in a TLS-rapid rehousing program, she is a single mother of 5 residing in LA, CA. She is unemployed and received $1,300.00 per month from CALWORKs. Whitney was rehoused by the RRH agency 6 months ago; Her monthly rent is $2,000.00, and with the assistance of the RRH agency Whitney has been able to maintain her monthly rent, has no arrears or lease violations. Whitney s landlord currently works with SS, is familiar with the program and is willing to receive SS assistance on Whitney s behalf. Whitney is currently on several affordable housing waitlist and is enrolled in an employment enhancement program. Whitney monthly utilities averages $100.00, she has a car note that is $200.00, car insurance is $80.00, she spends approximately $150.00 on gas each month, her oldest child plays basketball, the dues are $75.00 per month and although she receives food stamps, she still spends about $100.00 cash per month on food. This referral would NOT be a good fit for the program?? Income ($1,300.00) + SS 35% (700.00) = $2,000.00 Utilities: $100.00 + Other expenses $705= $805.00 Shallow Subsidy would NOT be the best program for Whitney, because her total monthly expenses exceeds her monthly income + SS 35%. SS would recommend the referring case manager work with Whitney to reduce her debt/monthly expenses and/or increase her income. Shallow Subsidy Program

All household members are enrolled in HMIS. Michael is on a month-to-month lease and has lived at his current residence for 6 months. Michael has contributed 50% of his income towards rent the past 2-months, increasing from 40% the months prior. Michael does not have rental arrears and/or lease violations. He does not reside in a subsidized unit. Michael s landlord is willing to work with TSA and has provided all required documents. Michael has provided documented proof of income in the amount of $3,400.00/month by way of pay stubs. His current rent amount is $2,600.00/month, he is not a veteran and is currently on an affordable housing waitlist. Would this referral not be a good fit for the program, why or why not?? All household members are enrolled in HMIS. Michael is on a month-to-month lease and has lived at his current residence for 6 months. Michael has contributed 50% of his income towards rent the past 2-months, increasing from 40% the months prior. Michael does not have rental arrears and/or lease violations. He does not reside in a subsidized unit. Michael s landlord is willing to work with TSA and has provided all required documents. Michael has provided documented proof of income in the amount of $3,400.00/month by way of pay stubs. His current rent amount is $2,600.00/month, he is not a veteran and is currently on an affordable housing waitlist. This client would be eligible for the Shallow Subsidy program, based on the following: -Client does not currently have rental arrears, and is in good standing with landlord -Client resides in Los Angeles County -Client meets income eligibility requirement of 76% rent burden (rent income) -Client can sustain portion or rent and expenses with income Shallow Subsidy Program

  12. Eligible or Ineligible? Client Christopher Perez is a 40-year-old single father living with his 9-year-old son. He currently lives in a one- bedroom apartment and is paying $1,600 for rent. He is employed and makes $2,200 per month. This is the family s sole source of income. He has been working with a Homeless Prevention Case Manager. He has paid 50% of his rent ($1,100.00) over the last 6 months and believes he is prepare to transition into the Shallow Subsidy. Would this referral not be a good fit for the program, why or why not?? Shallow Subsidy Program

Client is enrolled in a Homeless Prevention program. Client is under 55 years old and sole income is not fixed. Client did not pay the required 65% ($1,040.00) of his rent the month prior to referral. Shallow Subsidy Program

Reasons for Referral Denial o o o o Client and/or referring provider not in Los Angeles County Client not enrolled in TLS-RRH/HP program Client Rent Burden is less than 60% with utilities and/or AMI is more than 50% Client resides in a subsidized unit (tax credited, income-based, affordable housing, government funded) HP client did not pay 65% of their rent the month prior to referral. Client has lived in unit less than 3 months. Client has arrears and/or lease violation within last 3 months. Client monthly expenses exceeds client's income + SS 35% rental assistance Landlord does not accept Shallow Subsidy assistance Sublet unit does not have a master lease and authorization to sublet or no lease between subletter and referring household Referring CM failed to provided required documents in timeframe provided o o o o o o o Shallow Subsidy Program

Way to ensure referral is approved Plan; start to working with the client gathering required documents at least 3 mo. prior to the referral (keep in mind there is a one-month gap from referral to first subsidy payment) Review lease to ensure the unit is not subsidized (tax credited; affordable; government owned etc.) if an add-on unit has occupancy permit Have client start making progressively increasing rental payments Review rental history and ledger; to ensure there are no arrears & that HP referrals paid 65% of rent. Work with the landlord to get W9, deed and Landlord agreement signed Review client's income and expenses to ensure SS is the best fit Upload all required documents in a SS packets with in 72 hours of pre-approval Maintain consistent contact with SS- CM and client until the warm-hand off is complete Shallow Subsidy Program

Case Conference Call o TLS-RRH/HP Provider adds all accurate client information on referring excel sheet o The excel sheet MUST be emailed to: shallowsubsidy@usw.salvationarmy.org no later than 5pm the Monday before the assigned call o If Monday falls on a Holiday, please submit excel sheet on the Friday prior to that Monday o Late referrals MUST be re-submitted for the following month o The agency s representative on the call MUST be familiar with the referred client's case o If SPA Provider does not attend the case conference call the referrals will not be denied Shallow Subsidy Program
