Grants Management Symposium Overview Objective Collaborative discussion to foster knowledge sharing and problem solving of critical issues in the grants management community. Benefits Government to government exchange of best practices and lessons learned to address common challenges; Access to broad audience of subject matter experts & thought leaders from NAPA, public and private sectors, policymakers, nonpartisan non-profit State & Local organizations (i.e. the Big Seven), and OMB. A forum to influence and promote change, develop new methodologies and best practices, reduce inefficiencies, enhance grant outputs and improve Government ROI on financial assistance awards. PMA - OMB Cross Agency Priorities As a result of the recently announced President s Management Agenda, OMB has defined three broad drivers of transformation , which are, on their own, cross agency priority (CAP) goals: CAP 1: IT modernization. CAP 2: Data, accountability and transparency. CAP 3: Workforce for the 21st century. 8 Source of Information - President's Management Agenda
Cross Agency Priorities In addition to the three drivers of transformation, the Administration will simultaneously pursue change in 11 others key areas for a total of 14 CAPs. These are: Source of Information & Imagery President's Management Agenda 9
OMB CAP Goal 8 Results-oriented accountability for grants: Federal agencies will maximize the value of grant funding by applying a risk- based, data-driven framework that balances compliance requirements with demonstrating successful results for the American taxpayer.1 Issues reported: Antiquated monitoring & compliance process (Federal)3, Grants managers spend less time helping grantees improve performance and more time on non-grants related work (Federal)3 Disconnect between grantee expectations/needs and an agency's program priorities1 Burdensome management framework (Recipient)2 Added costs for complying to select administrative requirements (Recipient)2 Sources of Information 1.
