Feedback on Proposed Matrix Change (From 2016 MRL Workshop) Environmental, Safety, and Health Green Team Assessment of proposed additional criteria Value added: potentially Recommendations: Investigate as an additional thread, not incorporated in existing threads General Comments/ Observations Criteria need to be at a high level (addressing mfg issues and concerns) Criteria should be able to observe this on the floor Needed (early and often) (industry) May be out of scope (govt) and scope creep (industry) Recommended Actions Needs a lot more work

1. Do We Need to Add New Criteria? Overwhelmingly, the answer is YES!!! 8
2. New Thread or Incorporate in Existing Thread ? This item is the Contentious area! A few points: 1. Predominately, DoD personnel want to keep the current Matrix setup of 9 Threads 2. Predominately, Industry personnel would like to have a 10th Thread for ESH 3. A Majority of personnel stated that ESH is NOT a primary functional responsibility of Manufacturing/Quality Compromise is necessary to move forward 9
3. How to Codify These Changes? A. Add/Update Criteria B. Update MRL Users Guide to Reflect Changes to Criteria 10
4. Do We Use the Term ESH or EHS? No strong feedback on either term 11
5. Special Handling Needs Better Definition/Explanation in the MRL Deskbook and User Guide Overwhelmingly, the answer is YES!!! 12

1. Update Criteria as Identified on the File MRL_Matrix_with_ESH_Updates_for_worksho p.xlsx for Threads D and H ; Sub-Threads D.4 Special Handling and H.2 Facilities This Action to be Agreed/Completed at this Workshop 2. Update MRL Users Guide to Reflect Changes to Criteria and Incorporate the Industry Comments/Recommendations included in the above File This Action to be Agreed/Completed at this Workshop 14
3. Incorporate New Wording in the MRL Deskbook to Address Situations Where Industry May Look at Some Areas of Manufacturing/Quality Differently Than DoD This Action to be Started (Hopefully, Agreed/Completed) at this Workshop Select the Term ESH or EHS This Action to be Agreed/Completed at this Workshop Define/Explain Special Handling With Better Wording in the MRL Deskbook and User Guide This Action to be Started (Hopefully, Agreed/Completed) at this Workshop 4. 5. 15
