  1. SUPPLEMENT TO THE ANNUAL UPDATE TO THE 202122 LOCAL CONTROL AND ACCOUNTABILITY PLAN NOVEMBER 9, 2021 TONY THURMOND State Superintendent of Public Instruction

OBJECTIVES In this training, we will: Provide the background for the required one-time Supplement for the Annual Update for the 2021 22 Local Control and Accountability Plan (LCAP) (2021 22 Supplement); Review the reporting requirements and timeline for the one-time Supplement for the Annual Update for the 2021 22 LCAP (2021 22 Supplement); Review the prompts and instructions within 2021 22 Supplement template. BACKGROUND (1) California's 2021 Budget Act, along with other historic state and federal acts, have provided local educational agencies (LEAs) with significant increase in funding to support students, teachers, staff, and their communities in recovering from the COVID-19 pandemic and to address the impacts of distance learning on students. 3 2021 22 SUPPLEMENT

BACKGROUND (2) Section 124(e) of Assembly Bill 130 requires LEAs to present an update to the LEAs governing board or body The intent of this update is to provide the governing board or body and the LEAs educational partners with a point-in-time report related to funding received through the 2021 Budget Act, which includes federal Elementary and Secondary School Emergency Relief (ESSER) III funds, as well as the implementation of the LCAP to date. 4 2021 22 SUPPLEMENT

  5. A WORD ABOUT EDUCATIONAL PARTNERS At its November 2021 meeting, the SBE adopted the use of the term educational partners as a replacement for the term stakeholder . Moving forward, educational partners will be used to refer to groups that LEAs are required to engage with in developing the LCAP. For school districts and county offices of education this includes teachers, principals, administrators, other school personnel, local bargaining units of the LEA, parents, and students. For charter schools this includes teachers, principals, administrators, other school personnel, parents, and students. 5 2021 22 SUPPLEMENT

  6. PRESENTATION REQUIREMENT REPORTING TO THE LOCAL GOVERNING BOARD OR BODY 6 2021 22 SUPPLEMENT

  7. 1) The LEA shall present an update on the annual update to the 2021 22 LCAP and budget overview for parents on or before February 28, 2022, at a regularly scheduled meeting of the governing board or body of the local educational agency. ASSEMBLY BILL 130, SECTION 124(E) 2) The update shall include all of the following: 1) The supplement to the annual update required by subdivision (a). 2) All available mid-year outcome data related to metrics identified in the 2021 22 LCAP. 3) Mid-year expenditure and implementation data on all actions identified in the 2021 22 LCAP. 7 2021 22 SUPPLEMENT

  8. REQUIREMENT TO PRESENT AN UPDATE Who? All LEAs. What? An update on the annual update to the 2021 22 LCAP and budget overview for parents. When? On or before February 28, 2022, at a regularly scheduled meeting of the governing board or body of the LEA. 8 2021 22 SUPPLEMENT

  9. LEAs are not required to revise the 202122 LCAP or the Budget Overview for Parents. SO WHAT DOES THIS MEAN? LEAs are required to provide their governing board or body with an update regarding additional funding received through the 2021 Budget Act and what impact, if any, this had on the LCAP and Budget Overview for Parents. LEAs are also required to provide an update on the implementation of the 2021 22 LCAP to date, as well as other information pertaining to funding and programs associated with the 2021 Budget. 9 2021 22 SUPPLEMENT

A WORD ABOUT THE BUDGET OVERVIEW FOR PARENTS LEAs must update the governing board or body as to how funding provided through the 2021 Budget Act has impacted the Budget Overview for Parents adopted by the LEA as part of the 2021 22 LCAP. LEAs have the flexibility to determine how any changes to the information provided in the adopted Budget Overview for Parents are presented to their local governing board or body based on the local context. 10 2021 22 SUPPLEMENT

OTHER REQUIRED COMPONENTS The update is required to include all of the following: The 2021 22 Supplement; All available mid-year outcome data related to metrics identified in the 2021 22 LCAP; and Mid-year expenditure and implementation data on all actions identified in the 2021 22 LCAP. 11 2021 22 SUPPLEMENT

  12. THE 202122 SUPPLEMENT The 2021 22 Supplement: LEAs are required to use the SBE-adopted 2021 22 Supplement template in their presentation to their local governing board or body. The local governing board or body will not adopt or approve the 2021-22 Supplement at this meeting. The 2021 22 Supplement will be included as part of the LEA s 2022-23 LCAP. 12 2021 22 SUPPLEMENT

  13. REPORTING MID-YEAR DATA All available mid-year outcome data related to metrics identified in the 2021 22 LCAP: The information reported will be the available year-to-date outcome data for the metrics included in the 2021 22 LCAP. Mid-year expenditure and implementation data on all actions identified in the 2021 22 LCAP: The information reported will be the year-to-date spending information and implementation data for all the actions included in the 2021 22 LCAP. 13 2021 22 SUPPLEMENT

  14. REPORTING MID-YEAR DATA (CONTINUED) LEAs are not required to use a specific format or template to organize or present available mid-year outcome data and mid-year expenditure and implementation data. LEAs have flexibility to provide this data as best suits the local context, provided that it is succinct and contains a level of detail that is meaningful and accessible for educational partners. 14 2021 22 SUPPLEMENT

  15. SO WHEN IS THE MID-YEAR POINT? Since LEAs have flexibility in how they structure the school year and the annual calendar, LEAs have flexibility to determine the mid-year point based on their local context. For many LEAs the end of the fall semester will be an appropriate mid-year point. For LEAs operating on a trimester or year-round basis the determination of the mid-year point will be based on the availability of the required outcome, expenditure and implementation data that must be included in the report. 15 2021 22 SUPPLEMENT

  16. TIMELINE FOR THE REQUIRED PRESENTATION December 2021 January 2022: Collect available outcome, expenditure, and implementation data and complete the 2021 22 Supplement By February 28, 2022: Present to the local governing board or body of the LEA 16 2021 22 SUPPLEMENT

  18. THE TEMPLATE Section 124(a) of Assembly Bill 130 required the State Board of Education (SBE) to adopt a template for the one-time 2021 22 Supplement on or before November 30, 2021, which the SBE did at its November 2021 meeting. The template and instructions for the 2021 22 Supplement are available for download at https://www.cde.ca.gov/re/lc/documents/lcapsupplement.docx. 18 2021 22 SUPPLEMENT

  19. GENERAL INSTRUCTIONS (1) Responses must, to the greatest extent practicable, be succinct, contain a level of detail that is meaningful and accessible for educational partners, and use language that is understandable and accessible to parents. 19 2021 22 SUPPLEMENT

  20. GENERAL INSTRUCTIONS (2) In responding to the prompts, an LEA has flexibility to reference information provided in other planning documents. If doing so, the LEA must: Identify the plan(s) being referenced; Provide the location of the plan(s), such as a link to a webpage, etc.; and Identify where in the plan(s) the information being referenced may be found, such as a specific section in the plan or a page number. 20 2021 22 SUPPLEMENT

  21. PROMPT 1 A description of how and when the LEA engaged, or plans to engage, its educational partners on the use of funds provided through the Budget Act of 2021 that were not included in the 2021 22 Local Control and Accountability Plan (LCAP). [Respond here] 2021 22 SUPPLEMENT 21

  22. INSTRUCTIONS FOR PROMPT 1 In general, LEAs have flexibility in deciding what funds are included in the LCAP and to what extent those funds are included. If the LEA received funding through the Budget Act of 2021 that it would have typically included in its LCAP, identify the funds provided in the Budget Act of 2021 that were not included in the LCAP and provide a description of how the LEA has engaged its educational partners on the use of funds. If an LEA included the applicable funds in its adopted 2021 22 LCAP, provide this explanation. 22 2021 22 SUPPLEMENT

  23. RESPONDING TO PROMPT 1 The response provided by the LEA will vary depending on a number of factors: The funding the LEA received through the 2021 budget act; The funding the LEA typically includes in its LCAP; and Whether or not the LEA has already included the funding received through the budget act in its LCAP. 23 2021 22 SUPPLEMENT

PROMPT 2 A description of how the LEA used, or plans to use, the additional concentration grant add-on funding it received to increase the number of staff who provide direct services to students on school campuses with an enrollment of students who are low-income, English learners, and/or foster youth that is greater than 55 percent.   25. INSTRUCTIONS FOR PROMPT 2 If the LEA does not receive a concentration grant or the concentration grant add-on, provide this explanation. Describe how the LEA is using, or plans to use, the 15% concentration grant add-on funds to increase the number of certificated staff, classified staff, or both, who provide direct services to students at schools with an enrollment of students who are low-income, English learner and/or foster youth in excess of 55%, as compared to schools with an enrollment of students who are low- income, English learner and/or foster youth that is equal to or less than 55%. 25 2021 22 SUPPLEMENT

  26. INSTRUCTIONS FOR PROMPT 2 (CONTINUED) In the event that the additional concentration grant add-on is not sufficient to increase the number of staff, describe how the LEA is using the funds to retain staff providing direct services to students at a school with an enrollment of students who are low-income, English learner and/or foster youth that is greater than 55 percent. 26 2021 22 SUPPLEMENT

  27. PROMPT 3 A description of how and when the LEA engaged its educational partners on the use of one-time federal funds received that are intended to support recovery from the COVID-19 pandemic and the impacts of distance learning on pupils. [Respond here] 27 2021 22 SUPPLEMENT

  28. INSTRUCTIONS FOR PROMPT 3 If the LEA did not receive one-time federal funding to support recovery from the COVID-19 pandemic and the impacts of distance learning on students, provide this explanation. Describe how and when the LEA engaged its educational partners on the use of one-time federal funds it received that are intended to support recovery from the COVID-19 pandemic and the impacts of distance learning on students. The LEA is not required to describe engagement that has taken place related to state funds. 28 2021 22 SUPPLEMENT

  29. ADDITIONAL INFORMATION Please see the COVID-19 Relief Funding Summary Sheet web page at https://www.cde.ca.gov/fg/cr/relieffunds.asp for a listing of COVID-19 relief funding. The Federal Stimulus Funding web page (https://www.cde.ca.gov/fg/cr/) provides additional information about COVID-19 relief funding. Remember that there is flexibility to reference information provided in other planning documents. 29 2021 22 SUPPLEMENT

  30. PROMPT 4 A description of how the LEA is the implementing the federal American Rescue Plan Act and federal Elementary and Secondary School Emergency Relief expenditure plan, and the successes and challenges experienced during implementation. [Respond here] 2021 22 SUPPLEMENT 30

  31. INSTRUCTIONS FOR PROMPT 4 If an LEA does not receive Elementary and Secondary School Emergency Relief (ESSER) III funding, provide this explanation. Describe the LEA s implementation of its efforts to maintain the health and safety of students, educators, and other staff and ensure the continuity of services, and its implementation of the federal ESSER III expenditure plan to date, including successes and challenges. 31 2021 22 SUPPLEMENT

  32. PROMPT 5 A description of how the LEA is using its fiscal resources received for the 2021 22 school year in a manner that is consistent with the applicable plans and is aligned with the LEA s 2021 22 LCAP and Annual Update. [Respond here] 2021 22 SUPPLEMENT 32

INSTRUCTIONS FOR PROMPT 5 Summarize how the LEA is using its fiscal resources received for the 2021 22 school year to implement the requirements of applicable plans in a manner that is aligned with the LEA s 2021 22 LCAP. For purposes of responding to this prompt applicable plans include the Safe Return to In-Person Instruction and Continuity of Services Plan and the ESSER III Expenditure Plan. 33 2021 22 SUPPLEMENT

  34. RESPONDING TO PROMPT 5 One of the functions of the LCAP is to support comprehensive strategic planning. Through the LCAP development process an LEA identifies specific needs through data analysis and engagement with the LEA s educational partners and outlines its plan for addressing those needs in its LCAP. In light of this, prompt 5 asks the LEA to explain how it has coordinated the planning and implementation of requirements for funds received through the 2021 Budget Act with the implementation of its LCAP in a way that not only meets requirements but also makes the most of the available funding to maximize the improvement of outcomes for students. 34 2021 22 SUPPLEMENT

  35. INCLUSION IN THE 202223 LCAP The 2021 22 Supplement is considered part of the 2022 23 LCAP for the purposes of adoption, review, and approval, and must be included with the LCAP as follows: The 2022 23 Budget Overview for Parents The 2021 22 Supplement The 2022 23 LCAP The Action Tables for the 2022 23 LCAP The Instructions for the LCAP Template The 2021 22 Supplement will be submitted with the LEA s 2022 23 LCAP as part of the review and approval process. 35 2021 22 SUPPLEMENT

  36. INCLUSION IN THE 202223 LCAP (CONTINUED) As the 2021 22 Supplement is part of a point-in-time report to the governing board or body and the LEA, it will not be revised prior to being included in the 2022 23 LCAP. Only the 2021 22 Supplement will be included as part of the 2022 23 LCAP. The 36 2021 22 SUPPLEMENT
