What is the Needs Assessment HB 3261 called for an assessment of the health care workforce needed to address: The continued expansion in commercial & publicly funded health coverage Health disparities among medically underserved populations The need for health care providers in rural communities Is not a formula to calculate number and type health care providers or practitioners that each Oregon community or county should have, but rather: A tool to aggregate data and provide context related to health care workforce capacity and needs across state Key resource to inform operation of provider incentive fund created by HB 3261 A benchmark to measure progress over time

Revisiting 2018 & 2019 Reports Three Lenses of Need Industry demand for health care workers Measured by projected job openings (OED data) Community expectation for minimal service access Measured using multiple reports from the Office of Rural Health Workforce capacity Measured by population to provider ratios using OHA data Additional Considerations Workforce diversity (and relative to population) Behavioral Health Traditional Health Workers

Goals of the 2021 Report Highlight health care provider distribution, demographics, and gaps at a county / community level Inform the operation of state provider incentive program(s) Inform policy development and strategy related to state health care workforce issues Focus attention on key issues facing Oregon s health care workforce Identify data gaps and other challenges to assessing state workforce needs

  5. 2021 Report Structure and Strategy Move away from three lenses structure of initial reports Consider chapters of report that focus on specific workforce issues (i.e., focus on rural areas or urban areas specifically; focus on specific service categories such as dental, behavioral health, maternity, etc.; focus on specific populations) More specifically connect to provider incentive program operation to ensure program has the right information Use report as a vehicle to lift up workforce-related work throughout OHA and to publicize data from workforce reporting program

  6. Questions for Committee Guidance on 2021 Needs Assessment Development How does the committee envision its role contributing to the development of the 2021 Needs Assessment? Subcommittee? Member participation on a broader workgroup? Does this committee support the Chapter approach? If so, what are the key questions that Committee would like to have answered through the report?
