ABOUT JPB/NCDP MEETINGS: BACKGROUND, AIMS, OBJECTIVES The Joint Planning Board (JPB) and National Council on Development Planning (NCDP) meetings are annual meetings organized by the Federal Ministry of Budget and Economic Planning (FMBEP) in collaboration with State Governments. It is a forum for integration of ideas by Federal and Sub- nationals particularly for Honourable Commissioners and Permanent Secretaries of Economic Planning, including critical Stakeholders for brainstorming and plans formulation with a view to propose policy options that will enhance the economic management process. 23RD JPB/NCDP 2

  3. Gains of JPB/NCDP Since inception, the JPB/NCDP meetings have lived up to expectation as key policy decisions have been reached and implemented at both the National and the Sub-National. Resolutions from the meetings have served as critical inputs to the National Economic Council (NEC) meetings and resolutions. 23RD JPB/NCDP 3

Success Factors There had been considerable cooperation from key stakeholders at the National and sub-national levels as well as the organized Private Sector towards the success of JPB/NCDP meetings. The representation and participation of stakeholders at the meetings had been commendable. Also, follow up on Resolutions reached at the meetings had been so far fruitful. Although, there is need for improvement. 23RD JPB/NCDP 4

  5. 22nd JPB/NCDP meeting, Why now? The 22nd edition of the JPB/NCDP meetings organized by the Federal Ministry of Budget and Economic Planning (FMBEP) and hosted by the Osun State Government held from the 12th 14th of September, 2023 at Osogbo, Osun State, focused on the Imperatives for Restoring Nigeria on the path of Sustainable Economic Growth and Development . The 23rd Edition of the meetings is being hosted by the Nasarawa State Government. 23RD JPB/NCDP 5

Theme of the 23rd JPB/NCDP Meeting The theme of the 23rd JPB/NCDP is: The state of the Nigerian Economy: Challenges, Options and Opportunities The following sub-themes would be addressed in various perspectives: i. Addressing Poverty and Hunger; and ii. Bridging Nigeria Infrastructural Gap for Economic Growth and Development 23RD JPB/NCDP 6

  7. Theme of the 23rd JPB/NCDP Meeting Day 1 would feature a Technical Plenary Session with the following Papers: i. Lead Paper: The Nexus between State of the Nigerian Economy and the Implementation of the National Development Plan (2021 2025); ii. Agri-Food Value Chain: Accelerator for Economic Growth and Development; iii. Micro, Small and Medium Scale Enterprises (MS&MEs) as catalyst for Economic Growth and Development; and iv. Courtesy Visit to His Excellency, Engr. Abdullahi A. Sule, FNSE, Governor of Nasarawa State Day 2 would feature a Technical Plenary Session with the following sub-themes: i. Innovative Options for Financing Infrastructure Development; ii. Leveraging Digital Economy for Growth and Development in Nigeria; iii. Local Government Autonomy: Implication for Good Governance; iv. Sub-National Level Implementation of Food System Transformation Strategies; v. Nigeria Power Sector Reform: Sub-National Experience; vi. Gender innovation in development planning; and vii. Consideration of the Draft Communique 23RD JPB/NCDP 7

  8. Theme of the 23rd JPB/NCDP Meeting Day 3, would be the National Council on Development Planning (NCDP) meeting to be chaired by the Honourable Minister of Budget and Economic Planning. The Council meeting would have His Excellency, Sen. Kashim Shettima, GCON, Vice President of the Federal Republic of Nigeria who is the Chairman of the National Economic Council (NEC) to deliver the keynote address. 23RD JPB/NCDP 8

Expected Deliverables It is expected that at the end of this JPB/NDCP meetings, participants would be better informed on strategies to address economic issues for visible development at the National and Sub-national levels. It is also hoped that through robust peer-review and experience sharing among participants, there would be better prospect for all round socio-economic development across the Nation. 23RD JPB/NCDP 9

Expectations from participants In order to ensure success of this meeting, participants are expected to: Make useful contribution to the various subjects; Make objective criticisms that would improve the state of the Nation s economy; Share experiences that could enrich the knowledge of other participants; and Suggest possible options to facilitate sustainable growth and development at all levels. 23RD JPB/NCDP 10
