Paid Sick Leave: Access and Cost Presentation to the Virginia Small Business Commission July 27, 2021
National Level Access 58% have access to paid sick leave Racial and ethnic minorities are less likely Gender and immigrant status- Hispanic women are less likely Private sector employees are less likely- 52% Less than 10 employees are much less likely to have access (29%)
Regional Level Access South region slightly under national average (55%) Company size follows same trend as national- less than 10 employees much less likely (27% vs 77% of 250+ employees). 50+ employees were above the national average (67% or more). Part time workers much less likely (Less than 20 hours 17% vs 35 or more hours 65%) Occupation sectors with least access: Maintenance/cleaning; Construction; Food prep/service; Personal care/service; Farming/fishing (37%-25%)
State Level Estimate Used national level data to model access then applied the model to state level data from the 2017 American Community Survey to arrive at a state level estimate for private industry workers in VA 44% of private industry workers have access to paid sick leave in VA Model based on industry, occupation, gender, race, income, age, hours worked, immigrant status, education, health insurance status and Census region of residence
Cost to Provide Paid Sick Leave For South Atlantic region as of second quarter 2020 it costs $.30 per hour worked to provide a private industry worker with paid sick leave Data from the 2020 Employer Cost for Employee Compensation survey (BLS)
