Project Overview In June 2012, Mississippi Division of Medicaid (DOM) received approval from the Centers for Medicare and Medicaid Services (CMS) to participate in the Balancing Incentive Program (BIP). The program was initiated to shift spending from institutional Long Term Care programs to Long Term Care provided through Home and Community Based Services (HCBS). This would allow older adults and people with physical, mental, intellectual, and developmental disabilities living in institutions to receive support services that would provide them the opportunity to live in their own homes and communities. Project Overview As part of the BIP, Mississippi made extensive changes to its community Long Term Services and Supports (LTSS) enrollment process, developed a network of Mississippi Access to Care (MAC) Centers, and funded important initiatives to support adults and children with mental health issues in the community. Project Overview The current contract for a customizable COTS system solution for data collection and support with FEi, Inc. expires on September 30, 2017. ITS, on behalf of DOM, issues this RFP to solicit Vendors to implement, maintain, administer, and host an interactive, web- based, No-Wrong-Door Information and Tracking System that: Coordinates Care Increases Access to Long-Term Services and Supports (LTSS) Incorporates Core Standardization Assessment Instruments, Conflict-free Case Management Services, and Electronic Visit Verification Capability RFP No. 4011 Responsibly providing access to quality health coverage for vulnerable Mississippians 6
Project Overview Vendors are required to propose one of the following options: Run and maintain the state s existing system, using state owned source code, in the Vendor s hosted environment, within 30 days after contract execution; or Implement, run, and maintain Vendor s proposed solution in Vendor s hosted environment within 30 days after contract execution; and Run and maintain either the state s existing system or the Vendor s proposed system for the life of the contract. Vendors must clearly state whether they are proposing to run the state s existing system in the interim or as the only system being proposed. Project Overview As part of the BIP Program, participating states were required to implement three structural changes: The No Wrong Door (NWD) system to provide timely coordination of financial and functional Medicaid eligibility and help individuals navigate both administrative and community-resource barriers. Conflict-Free Case Management to require providers of case management services to develop and adopt firewall policies and procedures. Core Standardized Assessment Instruments to streamline and improve data collection for the purpose of placement in Medicaid programs. States were also required to spend Program funds on activities that enhance community LTSS for the Medicaid population. Goals and Objectives Provide an automated system that will enroll, track, and provide issue determination related to waivers issued in the Long Term Care Unit and Mental Health. Support home and community-based services for five areas that include the Assisted Living waiver, Elderly and Disabled waiver, Independent Living waiver, Intellectual Disability/Developmentally Disabled waiver and the Traumatic Brain/Spinal Cord Injury waiver. HCBS Programs offer in- home services to help people live at home instead of in nursing homes. Bring together any and all projects that support home and community- based services and community living for seniors and individuals with disabilities. Mississippi Access to Care (MAC) is a continuation of Mississippi s earlier efforts in long term care reform. MAC serves as Mississippi s No Wrong Door which is a single statewide system of LTSS for all populations and all payers. RFP Response Vendors are disallowed from taking exception to Mandatory requirements and will be eliminated if Mandatory requirements are not met. Standard Contract Exhibit A Software Turnkey Agreement Exhibit B Business Associate Agreement Vendors must review these documents and take exception, if necessary. If the awarded Vendor takes no exception to Exhibit A or B, then it is assumed that these terms are agreeable and cannot be negotiated after award. Evaluation Scoring is covered in Section VII Technical Specifications, Item 24 Scores are given based on a 10-point scale Vendors must respond with Acknowledge , WillComply , Agreed , or Exception . Section VII, Items 8 through 22 should be accompanied with a narrative description.
