MILESTONES IN FISCAL TRANSPARENCY Achievemet of Action Plan 2016 100% the establishment of budget data portal (www.data-apbn.kemenkeu.go.id) Action Plan 2017 1. There are a link of budget data portal on the home page of the official portal of the ministry of finance 2. The establishment of data query feature on budget data portal to facilitate data search B3 March 2017 : there are a link of budget data portal on the home page of the official portal of the Ministry of Finance (www.kemenkeu.go.id) B6 June 2017 : the establishment of a data map for budget allocation (central government expenditure 2016-2017) B9 September 2017 : improving budget data map by entering the expenditure of village fund and transfers to local government B12 December 2017 : the establishment of data query feature on budget data portal to facilitate data search 2
LESSONS LEARNED AND FAILURES HAS WORKED : establishment of budget data portal and place it in the internal server of ministry of finance HAS NOT WORKED : coordination across line ministries related to the developing of budget data portal in each ministry featuring local budgets in the budget data portal because of each region have autonomy or they have own policy on budget transparency 3
INCREASING FISCAL TRANSPARENCY, PUBLIC PARTICIPATION, AND ACCOUNTABILITY improving the content of budget data (including detail of budget allocation) increasing the engagement of CSOs in the budget process, including the Economic Practitioners, Experts, Academics build and display the budget performance reports to demonstrate the achievements of the output of the money that has been spent 4
HOW CAN THE GIFT NETWORK SUPPORT THE PLANS appreciate to the GIFT and team for organizing the workshops and general stewards meeting and also give Indonesia chance to be host at the workshop on September 2016 always monitoring our achievement so we have target and motivation to finish the development of budget data portal, thus we have launched it at September 2016 5
