  3. What has happened since the August webinar? Streamlining tender processes Communication Investment approach Transitions What we shared with you Communicating regularly The draft Transitions Framework was endorsed internally We are exploring opportunities to streamline processes for sector partners Developing a whole-of-Directorate grants guideline and grants management process. Refreshing Commissioning webpages ACT Health Directorate and CSD have developed a proposed process for managing transitions for the first cycle of commissioning. ACTHD and CSD working to develop a consistent set of governance and compliance based tender/grant questions Using grants as the preferred investment approach Progress to date Draft internal procedures and templates developed to support the process Sector in progress webpages are progressively being refreshed Conducted an internal dive discussion on areas of opportunity to streamline procurement Public consultation on Draft Transitions Framework closed on 1 Sep 2023 Smarty Grants will be utilised to support the grants process We are drafting the revised transition-out clauses for your consideration shortly Opening up channels to communicate and engage with sector ACTHD Grants process will incorporate the consistent set of governance and compliance based questions Developed a draft Refreshed Health Commissioning Approach Transition process progressing internally

Refreshed Health Commissioning Approach The approach in a snapshot: Provides an opportunity for ACTHD to integrate lessons learnt to build capability and improve the experience for our sector partners. Takes an adaptable and flexible approach to commissioning services and considers whole of system readiness. Determining the appropriate Commissioning pathway Intensive commissioning approach Flexible alignment approach Supported capability approach Market assessment Size of investment, Whole of system expertise / capability / readiness, Community needs Determining the appropriate investment approach (grant/procurement)

Update on key cycles and the NGOLG Quick update on key commissioning cycles Community Support A media release from the Minister for Health announced the providers who will engaged under the program. To support this, the Director-General has agreed to extend contracts with all current Community Assistance and Support Program (CASP) providers from 1 October 2023 to 30 November 2023 via a Deed of Variation. The CATS program will commence on 1 October 2023. ATOD and STIBBV Progressing with their respective Strategic Investment Plans Policy Units are working closely with the CSCGU team and Health Strategic Commissioning on grants approach and to extend contracts to allow time to plan and initiate investment activities. Updates from the NGOLG Actions from NGOLG meeting: Proposal to carry out site visits and engage with our partners Ensure November Health Sector update webinar covers key areas such as NGO engagement and budget alignment
