  1. Adapting Pacific Island Tuna Fisheries to Climate Change A proposal to the Green Climate Fund (HoF11 Information Paper 5)

  2. GREEN CLIMATE FUND

  3. GCF - THE BASICS Implementation Implementation Accredited Entities Accredited Entities Executing Entities Executing Entities National Designated National Designated Authorities (NDAs) Authorities (NDAs)

  4. ADAPTATION INVESTMENT PRIORITIES Enhanced livelihoods of the most vulnerable people, communities, and regions Increased health and well-being, and food and water security Resilient infrastructure and built environment to climate change threats Resilient ecosystems

  5. PURPOSE OF THE GCF TUNA PROJECT Build the resilience of the Regional Roadmap and New Song to climate change

  6. PRE-CONCEPT DISCUSSED AT HOF10 Letters of support Cook Islands Fiji Nauru Papua New Guinea Solomon Islands Vanuatu French Polynesia

  7. WHY CONSERVATION INTERNATIONAL? Accredited Entity Entity type: International Project size: up to $250 million (including co-financing) Project type: Grant funding Environmental and social risk: Category B - medium risk Executing Entities: SPC and FFA (FAO is an implementing partner)

  8. Component A Adapting small-scale tuna fisheries for food security and livelihoods

  9. CLIMATE CHANGE RATIONALE Increased coral bleaching Reduced reef fish production Source: Bell et al. (2011)

  10. PURPOSE OF ADAPTATIONS Fill the gap

  11. ADAPTATIONS TO FILL THE GAP Assist communities to catch tuna by expanding use of nearshore fish aggregating devices (FADs) Skipjack tuna > 1 million Mt p.a. Yellowfin tuna > 300,000 Mt p.a. Source: Bell et al. (2011)

  12. ADAPTATIONS TO FILL THE GAP Main general activity Specific activities Assist governments to strengthen national FAD programmes Provide training in safe and effective FAD-fishing methods Conduct training in simple post-harvest methods to improve the storage of tuna Store FAD materials in cyclone- proof containers so that lost FADs can be replaced quickly Develop forecasting tools for tuna to increase fishing success Improve boat design to increase safety, reduce emissions and increase fish storage

  13. Adaptations to fill gap ADAPTATIONS TO FILL THE GAP Revise transhipping Implement policies to ensure supply of fish to urban areas Improve market infrastructure to distribute tuna and bycatch

  14. Selection criteria Country Pre-concept Food security rationale Transhipping Yes High demand for fish and ciguatera in Rarotonga Difficulty in supplying fish to main urban centres Difficulty in supplying fish to urban areas on Tarawa Insufficient reef area to meet demand for fish Insufficient reef area to meet demand for fish Insufficient reef area to meet demand for fish Difficulty in supplying fish to urban centre (Funafuti) Insufficient reef area to meet demand for fish Cook Is Yes COMPONENT A COUNTRIES Fiji Yes Kiribati Yes Nauru Yes Yes Least Developed Country PNG Yes Yes Solomon Is Yes Tuvalu Yes Vanuatu

  15. Component B Adapting industrial tuna fisheries underpinning government revenue (Benefits all SPC members)

  16. CLIMATE CHANGE RATIONALE

  17. REDUCE UNCERTAINTY IN CLIMATE PROJECTIONS Identify tuna stock structure ? ? Separate assessments for each self-replenishing stock ? Altered management arrangements Separate climate modelling and ENSO forecasts for each stock ? ?

  18. REDUCE UNCERTAINTY IN CLIMATE PROJECTIONS Collect and store samples to identify the number distribution, size and behaviour of all tuna stocks; Analyse samples to produce resource maps showing the spatial distribution of stocks for each tuna species Tagging programmes to verify resource maps Model the effects of climate change on each tuna stock

  19. AN EARLY WARNING SYSTEM FOR TUNA FISHERIES Sound understanding of stock structure and responses of stocks to climate change Enable countries in west to assess whether they will have sufficient tuna to supply their canneries Identify which countries are likely to lose licence revenue due to movement of tuna to high seas Pinpoint the most practical locations for developing new transshipping ports Develop strategies to combat climate justice issue

  20. ENGAGE THE PRIVATE SECTOR Increase measurements of sea surface temperature and provide FAD trajectories to inform global climate models 275 Purse-seine vessels Record responses of micronekton to climate change >3000 longline vessels

  21. PROGRESS OF CONCEPT NOTE Project partners have drafted the Concept Note in GCF format Draft budget should be finalised next week, including potential co-financing Completed draft Concept Note will be circulated to the eight countries for feedback by the end of March 2019

  22. RECOMMENDED ACTIONS BY EIGHT COUNTRIES (CHAMPIONS) 1. Send any suggested revisions to Concept Note to Conservation International (CI) by 15 April 2019 2. Consult with their NDA to have the project included in the GCF Country Programme 3. Provide a joint letter of support with the NDA before the end of April, to be submitted by CI with the Concept Note
