1. UE behavior when accessing satellites without UE context Editor s Note: It is for further consideration whether specific UE behaviour or clarification needs to be added to prevent the UE from accessing satellites where the NW is not expected to keep a UE context. . The main issue is that if a UE is accessing to a satellite without UE context, the network may reject the UE request. There are several proposals in this meeting: Opt 1: The satellite rejects the UE request with a S&F cause, then the UE takes this information into account to decide how to send the next NAS request, e.g., stop to send the request via a satellite out of the list. (S2- 2501961, HW)? Opt 2: The satellite rejects the UE request with a legacy cause indicating NAS congestion with optional back- off timer, the UE received the reject cause and NAS congestion indication keeps in EMM registered.(S2- 2501518, Nokia) Opt 3: The satellite rejects the UE request with a legacy cause together with additional info, so that the UE supporting S&F keeps in EMM registered. (DP S2-2501612, Ericsson) Opt 4: Adding a deployment requirement that the MME on the ground synchronizes UE context to all satellites. (S2-2501989, Xiaomi) Which option is the way forward?
