Established in 2002, the Advisory Group on Nuclear Security (AdSec) provides expert advice to strengthen the Agency's activities in this area. Comprising 15 members with diverse expertise, AdSec reviews current and proposed activities, advises on emerging issues, and guides priorities in nuclear security. As it plans for 2018-2021, AdSec aims to focus on safety-security interfaces in facilities involving nuclear materials.

  1. Meeting of the International Nuclear Safety Group 3 May 2017 Agenda Item 7 Interfaces with the Advisory Group on Nuclear Security Mr George-Henri Mouton and Mr Anwar Habib Advisory Group on Nuclear Security

History of the Advisory Group on Nuclear Security (AdSec) Established in 2002 to provide expert advice on the content and priorities of the Agency s activities related to nuclear security AdSec s initial work notably included the development of Agency publications on nuclear security, including the Nuclear Security Series (NSS) Upon the establishment of the NSGC in 2012 to oversee NSS publication development, AdSec was freed to further develop its advisory role as a panel of experts

  3. Terms of Reference (TOR) for AdSec AdSec s primary tasks according to its TOR are to: Review the Agency s current and proposed activities in the area of nuclear security; Make recommendations on measures to strengthen the Agency s role and activities in the area of nuclear security; Advise on current and emerging nuclear security issues; Provide guidance on priorities regarding the Agency s activities in the nuclear security area.

  4. AdSec composition AdSec currently has 15 Members, with a range of expertise in different areas of nuclear security: Mr Laercio Antonio Vinhas, Brazil, Chairman Mr Reno Alamsyah, Indonesia Mr Chris Armitt, United Kingdom Mr Deng Ge, China Mr Anwar Habib, Pakistan Mr Tim Hanley, United States Mr Alexander Izmaylov, Russian Federation Ms Paula Karhu, Finland Mr Pedro Lardiez Holgado, Spain Mr Theodore Matikas, Greece Mr Georges-Henri Mouton, France Ms Anita Nilsson, Sweden Mr Boikanyo Ntuane, South Africa Mr K. L. Ramakumar, India Mr Satoru Tanaka, Japan

Safety-Security Interfaces AdSec is now considering directions for the next four years (2018-2021), in parallel with the preparation of the Agency s Nuclear Security Plan for 2018-2021 Plan to focus efforts on advising the Agency and the DG on key topics of interest in nuclear security, particularly underserved and emerging issues One example is the safety-security interface for facilities and activities involving nuclear and other radioactive material

  6. Joint work: AdSec and INSAG The Agency has experienced a number of challenges in addressing the safety-security interface: Lack of experience in Member States on addressing this interface Administrative divisions in Member States and in the Agency AdSec and INSAG, as independent advisory groups, could establish a precedent for future work in this area AdSec would like to discuss working jointly with INSAG, and raise two possible projects for discussion

The global nuclear safety and security regime AdSec is interested in developing a nuclear security publication on Strengthening the Global Nuclear Security Regime AdSec considered beginning work on such a publication, but recognized the significant overlap with INSAG-21 Therefore AdSec proposes joint work on a revision of this publication, not involving substantive change to the safety text (unless desired by INSAG), but adding and broadening text to address nuclear security Alternatively, other options could be considered, such as AdSec producing a parallel publication to INSAG-21 for security, but involving INSAG to advise on the draft to ensure consistency with INSAG-21

  8. Other Possible Joint Projects? The number of interfaces between nuclear safety and security mean that a number of other joint projects are also possible, including: A joint review of INSAG-24 to identify areas where a security perspective on interfaces could be productively incorporated, potentially leading to revision New joint publications on topics of relevance to both safety and security Other possibilities? AdSec looks forward to beginning a productive and long-running dialogue with INSAG.
