A F E R A MEMBERS COMPLYING WITH COMPETITION LAW In order to protect the interests of individuals and member companies, while active within Afera (in the broadest sense), the Competition Law policy should always strictly be followed. 1) Do not discuss prices, (including price increases and pricing methods), discounts, terms of sale, the refusal to deal with another company, or profit margins with any representative of any Afera member company; 2) Do not make announcements about your prices or those of competitors; T C 3) Do not talk about the plans of individual companies (yours or competitors ) regarding specific geographic or product markets or regarding particular customers; 4) If in doubt consult the Associations staff or legal counsel.

Outcome and Actions from Global Test Method Committee Meeting, Beijing, May 18, 2016 A F E R A Harmonisation of Test Methods Reviewed history of test methods, starting 1998 between PSTC and Afera. At a later stage JATMA was involved, after harmonisation of 4 key test methods in 2007, TAAT and CATIA was added to the club. 3 Test methods have undergone the procedure for ISO certification and have been granted ISO Test Method status in 2007: ISO 29862-2007 for peel adhesion; ISO 29863-2007 for shear adhesion and ISO 29864 -2007 for breaking strength and elongation. Because of time and cost for the ISO developments, it was decided within the Global Tape Forum to create GTF Test Methods. The SAFT test method was the first TM, developed by PSTC and adapted by Afera, which was appointed GTF6001 Test Method after approval of the other GTF members. T C Current status of global Industry Standards The earlier globally harmonised Thickness Test method has been approved by the GTMC members and been appointed GTF6002 test method. Action Afera secretariat The Width & Length Test Method proposal from PSTC and Afera , based on the PSTC 171 Guide Line was discussed. It should be approved as a guide line instead of test method and only metric units been used. After approval as guide line it shall be assigned a GTF test method number (GTF6003). Action LJ
A F E R A GTMC outcome and actions cont. Proposal for new GTF test method: Loop Tack Afera has taken the lead in developing a new Loop Tack test method after agreement of the GTMC members. The results of the 2. Round Robin test, which showed substantial improvement over the 1. round, has been presented to the GTMC members. Except for JATMA, there was agreement that, after further refinement by Afera, a global Round Robin test shall be conducted with his test method. JATMA was not interested from the beginning, but will not resist to a GTF method if the other members approve. Action LJ Development and Harmonisation of additional Test Methods PSTC had proposed in a an earlier meeting in Baltimore 2015 the development of a Dynamic Shear (Lap Shear) test method. No objection from GTMC members. PSTC should take the lead. Action Kiran Malhotra/LJ. T C JATMA (Yoshida san) has proposed to develop a method for peel strength dependent on steel plate surface roughness. This will be followed up within GTMC. The method for methodology to development measurement uncertainty was presented by Walter Resch from 3M. CATIA is also developing a similar method, only one method can finally exist for GTF.
A F E R A GTMC cont. Harmonisation of Test Methods A discussion took place concerning incorporation of GTF Test Methods into national standards. In principle this is up to each GTF member to start such procedure in his home country. This is not a must in the long term, but may be necessary depending on individual requirements in the member states. Process for the acceptance of new test methods for harmonisation A long discussion was held on this topic, required by PSTC. Kiran Malhotra will prepare a process for this approval (based on PSTC guidelines) and distribute to the GTMC members for approval. The proposal will include a deadline for acceptance resp. rejection. It will include setting up a leadership role for development and testing. The current system is to conduct round robin testing within the individual GTF organisation, but it could be expanded to include other GTF members. This was decided already for the Loop Tack. Action Kiran Malhotra T C Tenure of the GTMC chair person It was discussed and decided that Lutz Jacob will continue as the GTMC chair until the 2018 GTF meeting, to be chaired by Afera. At this meeting a decision for chair rotation similar to the one established for the GTF chair will be decided upon.
A F E R A Loop Tack Test Method and Methodology for Measurement Uncertainty Results of 2. Round Robin Test During the discussion and analysis of the 2. Round Robin test, comments have been made that the description of the test is imprecise and needs improvement. No action has been taken so far resp. no input was given concerning text improvement. The proposal is, to have the improved text ready for the next TC in Feb 2017 and to initiate then a 3. Round Robin test. Proposals should be given to LJ before year end 2016 to incorporate in the text, for final discussion at next TC T C It can be assumed that, the results will then be acceptable to go further and have a global Round Robin amongst the various GTF members. Methodology for measurement uncertainty It was decided in the last TC meeting that tesa and Lohmann will look at the PSTC method (LJ has sent the 3M lecture on this topic to the respective people) and evaluate the feasibility to introduce this methodology within Afera. A result should be available for the next TC in Feb 2017

Advise/request from CATIA on the GTF 2018 A F E R A When we talk about the next GTF conference in 2018 in the Europe, we are excited at the future European location and wonderful organization we all expect. We suggest we can cooperate with you in the following items. 1. The 2018 GTF conference will be a real international-attended gathering for the whole tape industry. We hope to see more international participants than ever before. 2. Each counterpart association will be the co-organizer of this conference and has the obligation of promoting the event among its member enterprises. 3. Each association shall be encouraged to recommend 3 to 4 technical papers at the least to AFERA for consideration. 4. Each association shall be required to organize 20 conference participants from each country/region at the least to AFERA event. 5. Each association shall be asked clearly to promote exhibiting booth, proceedings advertisement, sponsorship opportunities, etc. Discounted prices may be considered for the above items. 6. For GTF/GTMC meeting, we hope to identify the discussion topics in much advance and each association shall be required to provide written material/document to AFERA for compilation. 7. For Chinese participants group, it will be highly obliged and attractive if you could arrange a tape plant tour near the conference city. As you mentioned in Beijing, if Chinese language translation is provided during the conference, though we know very difficult, we'll be able to organize a large delegation. Of course, for Chinese guys, official visa invitation letter is another important and necessary matter for you to issue as the organizer. We hope we can work together and try to create a record for organizing the GTF events.
