  6. Project Description/Scope of Work Install a completely new IP camera system throughout the campus. Site is located at 5325 Broder Blvd. in Dublin, CA. Core= Central Building CP= Check Point DC = Data Center KP = Kitchen ST= Training buildings KP CP DC CORE ST ST

  7. Selection Process GSA intends to award a C-10 Prime Contractor via a two-step selection process: Step 1: Pre-Qualification of Prime Contractor Step 2: RFP issued only to pre-qualified Prime Contractors Contract award will be on a Lowest Bid Lump Sum basis.

Selection Process - RFQ Step 1: Pre-Qualification There are five parts, the rating will be on parts II, III, and IV of the questionnaire Description Scoring Points Part I: Information About the Contractor Part II: Essential Requirements No Scoring Value If the score is greater than zero (0), the contractor is disqualified All questions must be answered correctly to advance to Part III 129 maximum points 100 points minimum required to advance to Part IV Short Interview Process (Part V) on three (3) completed projects submitted 140 maximum points 98 points minimum required in Part V Part III: Scored Questions Part VI: Recent Construction Projects Completed Part V: Interview Reference Questions If the Contractor passes Parts II, III and IV, it is considered qualified to advance to Step 2 (RFP)

Selection Process - RFP Step 2: Issue Request For Proposal to Pre-Qualified Prime Contractors Conduct a formal RFP meeting Obtain Non-Disclosure Agreements signed by all firms and subs reviewing bid documentation Obtain site clearance forms for staff intended to come on the job site Issue a full set of drawings and specifications for the job. Receive bids from Qualified Bidders

  10. Outreach Recommendations Encourage participation of: Local Business Enterprises (LBE) Small Local Business Enterprises (SLBE) Minority Owned Business Enterprises (MBE) Woman Owned Business Enterprises (WBE) Encourage businesses to locate and remain in Alameda County

  11. CTAP Resource Contactor Technical Assistance Program (CTAP) is a resource that is available for the Contractor, it is not a requirement. Alameda County s CTAP puts County construction contracts in reach for smaller, local vendors. The CTAP program removes barriers historically faced by minority businesses while ensuring that the County gets the best use of taxpayer dollars through more competitive bidding. CTAP support includes bonding assistance, capacity building and connections for diverse businesses. CTAP helps small local contractors obtain bid, payment and performance bonds and/or increase their bonding capacity for work on Alameda County contracts. PS/CBAProgramRequirements On October 6, 2020, the County entered in a PS/CBA (Project Labor Agreement) This project will comply with the requirements of the PS/CBA Agreement Contracts with a construction value of $1 million or more The Prime Contractor is ultimately responsible for labor compliance on the entire project County has a third-party Labor Compliance Program (LCP) administrator A LCP Guidebook has been developed for your reference and highlights the requirements, submittals and timelines necessary to be compliant with the program.
