OACBHA SFY 2022-2023 BUDGET PRIORITIES Language Recommendations: Modernize ADAMH Board authority related to contracting for services Clarify the ADAMH Board role as the community mental health and addiction planning and data sharing Responding to Board Member Appointment Amendment
Changes currently included in HB 110 All newly established Boards would have 5 to 9 members All existing Boards would have three years to decrease to 5 to 9 members BOARD MEMBER APPOINTMENT County Commissioners are listed as the decision makers The ratio of County Commissioner appointments to state appointments would become 80/20. The categorical appointments (individuals with lived experience, family members, and professionals) have been removed.

Student Wellness and Success Student Support Funds Administration As-Introduced Proposal $100M increase in the Student Wellness and Success funds for each year $500 M in SFY 2022 $600 M in SFY 2023 ADDITIONAL HIGHLIGHTS House Proposal Major changes in school funding and plans to utilize the Student Wellness and Success funds differently going forward Disadvantaged Pupil Impact Aid List of 25 allowable uses, including mental health

December Coronavirus Relief Package: $1.65 billion increases in: Mental Health Block Grant Substance Abuse Prevention and Treatment Block Grant American Rescue Plan: $1.5 billion increases in: Mental Health Block Grant Substance Abuse Prevention and Treatment Block Grant FEDERAL INVESTMENT First funding (from December package) announced FY 2021 COVID-19 Supplemental Block Grant Funds Ohio amounts Mental Health Block Grant + $25,773,140 SAPT Block Grant + $60,489,869 (Timeline for these funds March 2021 - March 2023)

MEDICAID MANAGED CARE PLANS NAMED The six MCOs selected for the next generation managed care program are: UnitedHealthcare Community Plan of Ohio, Inc. Humana Health Plan of Ohio, Inc. Molina Healthcare of Ohio, Inc. AmeriHealth Caritas Ohio, Inc. Anthem Blue Cross and Blue Shield CareSource Ohio, Inc. Ohio Medicaid is deferring for additional consideration its decision related to Buckeye Community Health Plan. Transition is targeted for early 2022. Medicaid members will have the opportunity to select a new plan during the 2021 open enrollment period later this summer. If members do not select a plan, one will be automatically assigned to them, assuring continuous access to health care without interruption.
Aetna Better Health of Ohio has been selected as the OhioRISE vendor.
OACBHA Data Committee Working with OhioMHAS, Innovate Ohio, and others DATA WORK Priority: Ensuring Boards ability to access and share data in a bi- directional way with state and local partners.
RACISM AS A PUBLIC HEALTH CRISIS On June 5th, the OACBHA Members unanimously approved a statement declaring racism to be a public health crisis. Established a Health Equity, Inclusion, and Diversity Council First Focus = Training Groundwater Approach
RECOVERY IS BEAUTIFUL - CHANGING THE CONVERSATION Recovery Is Beautiful is a movement providing hope and encouragement while changing the conversation in regard to mental illness and addiction. We want people to know and understand that: Mental illness and addiction are chronic illnesses; Both mental illness and addiction can be treated - treatment works, and people recover; and Recovery is to be celebrated; individuals in recovery become active, contributing members of their communities!
CRISIS TEXT LINE Crisis Text Line is a free, confidential service available 24/7 via text on mobile devices Intended to broaden options available through community crisis hotlines Goal is to move people from a hot moment to a cool calm OACBHA rolls out statewide promotion of Crisis Text Line in Ohio A toolkit of digital, print, and physical promotional materials is available for individuals and organizations who want to get involved All materials available on the OACBHA webpage: http://oacbha.org/crisis_text_line.php 24
