Title IV, Part A Needs Assessment Required 2 USED requires a comprehensive needs assessment once every 3 years for LEAs receiving an allocation of $30,000 or more: o To determine the greatest need for services o To decide whether transferring funds will better meet the needs of the LEA 6/12/2025 www.michigan.gov/mde
Title IV, Part A Stakeholder Consultation Required 3 A Local Educational Agency: Shall develop its application through consultation with agencies proposed to be served under this subpart. Shall ensure the voice of the private school is acknowledged (though the LEA has the right to decide to transfer up to 100% of the funds). Shall engage in continued consultation to improve and coordinate implementation with other related strategies, programs, and activities being conducted in the community with the use of Title IV, Part A funds. 6/12/2025 www.michigan.gov/mde
Title IV, Part A Transferring Funds 4 Up to 100% of Title IV, Part A funds may be transferred into Title IA, Title IC, Title ID, Title IIA, Title IIIA, & Title VB Title II, Part A funds may also be transferred into Title IV, Part A The decision to transfer funds must be made by stakeholders during the needs assessment process and could affect private schools' equitable services. 6/12/2025 www.michigan.gov/mde
Title IV, Part A Supplement Not Supplant 5 Supplemental funding toimprove students academic achievement by increasing the school s capacity to: o Provide all students with access to Well-Rounded Educational Opportunities. o Improve conditions for student learning by supporting Safe and Healthy Studentprograms & initiatives. o Improve the Effective Use of Technology to improve academic achievement & digital literacy of all students. 6/12/2025 www.michigan.gov/mde
Title IV, Part A $30,000 or More Formula 6 If the LEA receives $30,000 or more, either as Title IV itself (not including carryover) or by transferring Title II into Title IV, the following funding formula must be followed: o At least 20% of funds allocated to the focus area of Safe & Healthy Students. o At least 20% of funds allocated to the focus area of Well-Rounded Education. o At least ONE budget item within the focus area of Effective Use of Technology. * Remember - Private School requests are included in the formula requirements. 6/12/2025 www.michigan.gov/mde
Title IV, Part A Focus Area: Well-Rounded Educational Opportunities 7 Improving access to foreign language instruction, arts and music education, physical education, and health education, as well as accelerated learning opportunities Supporting college and career counseling, including providing information on opportunities for financial aid through the FAFSA Providing programming to improve instruction and student engagement in STEM-related courses or social studies and increasing access to these subjects for underrepresented groups 6/12/2025 www.michigan.gov/mde

Title IV, Part A Focus Area: Effective Use of Technology 9 Supporting high-quality professional learning for staff to increase capacity for technology use, personalize learning, improve achievement, and increase student engagement Carrying out innovative blended learning projects Providing students in rural, remote, and underserved areas with the resources to benefit from high-quality digital learning opportunities Delivering specialized or rigorous academic courses and curricula using technology, including digital learning technologies and assistive technology 6/12/2025 www.michigan.gov/mde
Title IV, Part A Focus Area: Technology Infrastructure 10 Purchasing ANY Technology Infrastructure requires one or more budget items for Effective Use Of Technology (such as Professional Learning or Technology Coaching). Up to 15% of the total expenditures in the FOCUS AREA of EFFECTIVE USE OF TECHNOLOGY is allowed for purchasing technology infrastructure; this is still required even if the Title IV, Part A allocation is under $30,000. Infrastructure includes devices, equipment, software applications (can only pay for current grant cycle), digital instructional resources, and/or other one-time IT purchases. 6/12/2025 www.michigan.gov/mde
