ORGANIZE USING JPAS An alternate proposal
USE OF JOINT POWERS AUTHORITY A JPA is a legal entity formed by other existing public authorities Join together to accomplish something jointly Develops a governing agreement which each member s board must approve Any changes in the agreement must be approved by each member Has a board made up of governing board members or CEOs of members (or designees) Can receive funds and employee staff Commonly used by city and county governments
PROPOSAL FROM DR. SCROGGINS Community colleges of each county would form their own JPA JPA Board would be made up of college CEOs or designees JPA would use a college foundation to receive funds and carry out work including employing staff
STRUCTURE Coord Council LA JPA $$ OC JPA $$ SPC & Task Forces SPC and Task Forces
EACH JPA Has a board of college district CEOs or designee that makes policy and strategy decisions Fiscal agent receives DWM funds from state Distributes to colleges (think EF) Formula in 16-17 then by performance Employees all DWM grant personnel Chairs, DSNs, CE
JPA ACTIVITIES (EXAMPLES) Coordinate with workforce boards Professional development Approve programs Form task forces for specific purposes Ex. marketing
NEXT STEPS DOW will review and consider A CEO meeting is being planned for April 13 Update on DWM Trailer bill Discuss JPA option If decision is to proceed with JPAs, process of putting into place could easily take a full year
