NATIONAL ALTERNATIVE EDUCATION ASSOCIATION (NAEC) NAEC provides educational leaders with a standards- based approach to program evaluation, identifies essential characteristics, and notes the importance of wraparound services which include school counseling, social work, and technology; all of which play a role in successful schools and programs.

Warning Student Conference with ALC administrator and phone call to legal guardian Parent Conference with ALC administrator MTSS/IPST/IEP/504 referral to outside counseling if warranted, develop a Behavior Intervention Plan (BIP), and Alternative Learning Center (ALC) Administrator conference with parent = re-entry plan Team Conference with director of alternative sites/designee, parent, student, and home school administrator/designee to develop a new re-entry plan. Behavior Intervention Plan (BIP) reviewed/updated as needed. **Loss of Earned Return** Expulsion pending superintendent approval DRAFT EARNED RETURN CONDUCT STIPULATION AGREEMENT 2. ALTERNATIVE LEARNING CENTERS FELONY CONDUCT STIPULATION AGREEMENT Differences between Earned Return Conduct Stipulation Agreement & Felony Conduct Stipulation Agreement: oStudents will remain at the Alternative Learning Center or other approved option until they are off probation or until their felony charge is reduced to a misdemeanor oStudent will not receive earned return
North Area Alternative Learning Center Star Program o First implemented in 2017/18 for partial year; 2018/19 was 1st full year o Staffed by 2 full-time BCSO employees o Program includes daily instruction & tutoring, with follow-up mentoring after a student leaves the ALC
North Area Alternative Learning Center Star Program o Since program started there have been 38 Star Students o 26 Star Students currently in program (monitored and active) o 26% removed from program due to behavior/lack of participation (9 students) o .08% moved out of state & unable to participate (3 students) o Currently, 10 Star Students enrolled at ALC
North Area Alternative Learning Center On-going Evaluation of Impact o 1 Student earned their GED (.03%) o 3 Students dropped out of school w/o receiving diploma/GED o 20 (77%) of Star Students received referrals while attending the ALC; 12 (46%) of Star Students received referrals when returned to their homeschool o 6 Star Students have returned to the ALC o 65% of Star Students are currently passing all of their classes

Alternative Learning Centers Next Steps Continued: Explore Recovery High School o 341,000 between the ages of 12 and 17 enter addiction rehab programs o National research shows that most traditional schools are not equipped to handle students in the early stages of sobriety. o 8 out of 10 students who return to their previous school, relapse within a year.
ALTERNATIVE LEARNING CENTERS Next Steps Cont.: Explore Recovery High School o 75% of all high school students have used addictive substances. o Additionally, 46% of all high school students CURRENTLY use addictive substances (CASA). o Recovery high school graduates are more than twice as likely to remain sober, compared to students in normal intervention program.
