Biggest Opportunity Since 21stCCLC Expansion American Rescue Plan potential support for afterschool & summer: Eligible at local education agency level State set-asides $30 BILLION $8.45B $22B State set-asides alone would serve 9 million children, doubling the amount of children now in programs 9M 21st CCLC grew 25x from $40M in 1998 to $1B in 2002 Current federal funding for OST is ~$3B, including $1.25B for 21st CCLC

COVID Relief Funds for OST to Date Coronavirus Aid, Relief, and Economic Security Act (CARES Act) March 2020 Individual payments, corporate & small business/nonprofit relief ESSER, GEER Created; CCDBG $588 million for afterschool/summer to date Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act (Dec 2020) Additional individual payments, corporate & small business/nonprofit relief Additional ESSER, GEER, CCDBG funds $300 million for afterschool/summer to date

  4. Current Opportunities in Play CRRSA CCDBG II: $10 billion by CCDBG formula to states, with school- age and license exempt programs eligible. CRRSA GEER II funds: $4 billion total ($1.3 billion after private school set aside) CRRSA ESSER II funds: $54.3 billion (90% to LEAs; 9.5% flexible at state level) TO DATE in CRRSA at least $300 million for afterschool/summer

American Rescue Plan: ESSER III: $30 Billion Eligible for Afterschool & Summer District level LEAs 20% of $109B to be spent on learning recovery (afterschool/summer/ELT) Total = $22B State level - SEAs $1.22B set-aside for summer $1.22B set-aside for afterschool programs 5% set aside, $6.1B, for learning recovery (afterschool/summer/ELT) Total = $8.45 billion for afterschool/summer/ELT States can expect a range of 3X to 7X your state funding for 21st CCLC to come through for afterschool/summer

  7. American Rescue Plan: ESSER III: Timing $$ flowing in the next 4-6 weeks Expect Feds send to SEAs within a few weeks SEAs disperse to LEAs within 60 days Can be spent over 24-30 months until Sept 2023 Support can cover: summer 2021, 2022, 2023 afterschool 21-22, 22-23
