GOVERNANCE IS The foundation for making decisions about how we will live, and setting priorities, on our own terms. It's about taking control and responsibility in essential areas of self- determination: Who our citizens are and how we are responsible for our future. Language and Culture Laws Based on the 2018 Socio-Demographic Profile completed by Prologica Research Inc and Four Directions Project Consultants it was concluded that: Use of Ojibway language is very low and is likely to disappear in most Anishinabek Nation communities in the near future if it hasn t already. Low rates of language use in the home mean that few children are learning the language. Efforts are being made in many Indigenous communities in Canada to support and strengthen threatened languages. BENEFITS OF THE GOVERNANCE AGREEMENT The Anishinabek Nation Governance Agreement provides significant funding to ensure Whitefish River First Nation sustains and maintains language and culture for all citizens. Whitefish River First Nation will set its own priorities. The agreement will give Whitefish River First Nation the means to ensure Anishinaabemowin and culture survive into the future. FIRST NATION CONTROL GUARANTEED Anishinabek Nation Government First Nations that ratify the Agreement will form the collective body called the Anishinabek Nation Government in the Agreement. The First Nations who make up the collective body referred to as the Anishinabek Nation Government will decide what it will be called. The collective body will have it s own funding based on the number of First Nations who ratify. No First Nation funding will be used to operate the collective body. SELF-GOVERNANCE REQUIRES INCREASED FUNDING First Nations Band Support Funding has been capped at 2% for decades like education funding was. Underfunding is a huge block to progress. Now we can put a governance system in place that works for us, meets our needs, and is based on our own laws, not the Indian Act. The increased funding can ensure the inclusion of citizens in developing and passing Whitefish River First Nation laws that will provide increased transparency and accountability. Together, we can set our own priorities and handle our own appeals processes. The increase is for exercising self-governance responsibilities which will remove the Indian Affairs governance system in the 4 law-making areas. Niigaan Zhaamin Forward Together
SELF-GOVERNANCE REQUIRES INCREASED FUNDING Whitefish River First Nation Proposed Funding Specifically regarding Whitefish River First Nation, the fiscal offer will replace Band Support Funding which is currently in the annual amount of approximately $277,000. This will increase to $2,114,000 annually and represents a 760% increase. The fiscal offer amount is dependent on ratifying the Agreement and taking control of governance. COMMUNITY APPROVAL NEXT STEPS The Ratification Vote on the Agreement will be held in Whitefish River First Nation from November 1-30, 2020. A vote for the Governance Agreement is a vote for exercising the inherent right of each Anishinabek First Nation. Niigaan Zhaamin Forward Together
