Purpose of Data Validation To verify that the performance data reported by the State is valid, accurate, reliable, and comparable across programs. To identify anomalies in the data and resolve issues that may cause inaccurate reporting. To outline source documentation required for common data elements. To improve program performance accountability through the results of data validation efforts. 4

Attachment I: Program Specific Instructions Adult, Dislocated Worker, Wagner-Peyser Act Employment Service, and Youth. Adult, Dislocated Worker, Wagner-Peyser Act Employment Service, and Youth programs are required to follow all data validation policies and procedures set forth in this guidance. This also includes validating all elements indicated by X (Required for Data Element Validation) with supporting documentation outlined in Attachment II, by program. States and outlying areas must summarize their data validation methodology, policies, and procedures in their annual narrative performance reports. 7

ESD Policy 1003, Rev. 4, Attachment B: Instructions Tab Source Documentation Self-Attestation: Self-attestation means a written, or electronic/digital declaration of information for a particular data element, signed and dated by the participant. DOL broadly interprets what is considered an electronic/digital signature. Electronic signatures or a submission from the participant such as an email, text, or unique online survey response is considered an electronic signature or verification; it must be participant generated and traceable to the participant. Grantees must retain documentation of the self-attestation. 16

Data Element Validation Monitoring Wagner-Peyser DEV Worksheet Located on Workforce Professionals Center under Data Element Validation Worksheets Each program requires different items so feel free to explore all the worksheets When we are reviewing, we are comparing the Participant Individual Record Layout (PIRL) data to what we find in ETO (Efforts To Outcomes) and UTAB (Unemployment Tax and Benefits- unemployment benefits computer system) 20
Data Element Validation Correction Process Local Office Occurs During Scheduled Monitoring Visit Responsible for Individual Participant Corrections within 30 business days of exit Corrections Completed on DEV Action Items Worksheet ESD Division Level Quarterly Summary of DEV sent to DATA/ITSD and EC Division Leadership 20% Overall Element Failures require Corrective Action Plans Corrective Action Plans due within 30 business days of receipt of Quarterly Summary 22
Statewide Element Failures 413-Migrant and Seasonal Farmworker Designation 600-Temporary Assistance to Needy Families 800-Homeless participant 801-Ex-Offender Status at Program Entry 802-Low Income Status at Program Entry 803-English Language Learner at Program Entry Records failed due to customers not having a WorkSource Washington account (WSWA), an incomplete WSWA profile, or the demographics not being updated in ETO at the time of a triggering touchpoint. Any other failures due to MIS system issues specifically will be addressed in the MIS replacement system 24
