  1. Appleton Rate Study

  2. Current Rates Current Rates for August 2019 usage MONTHLY WATER & SEWER RATES WATER USAGE CHARGE = (metered) $5.67 minimum/up to 335 cubic feet of water $.016686 per cubic foot after minimum 1 cubic foot approximately equals 7.5 gallons Water Rate $7.87 base rate with 2500 gallons $2.23 per 1000 gallons after 2500 gallons SEWER USAGE CHARGE = (based on water usage) $1.99 flat fee $3.96 per 100 cubic feet of water used Sewer Rate $17.67 base rate $5.29 per 1000 gallons During the months of May through October usage, a cap is set for how much sewer usage charge will be billed. This amount is figured by averageing the water usage from November through April. We feel that the higher water usages during the summer months is water being used on gardens and lawns and not going down the City's sewer system. WATER SERVICE CHARGE = (flat monthly fee) SEWER SERVICE CHARGE = (flat monthly fee) GARBAGE/9.75% TAX (flat monthly fee) RECREATION FEE (flat monthly fee) $2.20 $15.68 15.45 + 1.51 $0.85

  3. Water Currently giving away 2,500 gallons with the base rate $3.63 per thousand gallons needed after 2,500 gallons Without giving 2,500 gallons in the base rate $2.76 per every thousand gallons $.087 cheaper per thousand gallons This is a break even rate study

  4. Sewer Will need to increase rates to make $19,996.40 to break even Can look at increasing the base rate or $ per thousand Current rate $17.67 base rate $5.29 per thousand gallons on average water usage Nov-April

  5. Funding Depreciation Currently there is a debt (bond) payment of $272,130.00 annually The payment is currently being taken out of the water fund Auditors are looking into debt payment breakdown If the entire payment is water only the rate would need to be $7.87 Base Rate $6.10 per thousand gallons (currently at $2.23)

  6. Funding Depreciation Auditors report will likely break in down between water and sewer funds This doesn t account for any special assessments if the City has an assessment policy for utility projects Remember this is only a break-even study

  7. Garbage The current garbage rate $16.96 including tax Needs to be increased $2.00 to break-even

  8. Conclusion Complete a final Rate Study when Auditors are finished The current rates will need to be increased to fund all accounts correctly Options Increase base rate or $ per thousand gallons Stop including 2,500 gallons of free water in the base rate
