Election for Appointment of a Full-time Student to the Council Background Information
H K U S T A statutory body incorporated in 1988 under Cap.1141 of the Laws of Hong Kong Publicly-funded, through University Grants Committee Mandatory annual report to Chancellor (Chief Executive of HKSAR)
Governance Court (advisory) - receiving reports from the President and Council - fundraising - promoting the interests of the University [ one student member ] Council (governing) - strategic planning - finance & audit - estate & property - human resources & staffing [ one student member ] Senate (academic) - teaching & research [ three student members ]
Functions of the Council The HKUST Ordinance (Cap. 1141) There shall be a Council, which (a) shall be the supreme governing body of the University (b) may exercise any of the powers conferred and shall perform all of the duties imposed on the University by this Ordinance, other than those powers conferred and those duties imposed by this Ordinance on some other authority or person (Section 8 of the HKUST Ordinance)
Composition of the Council Chairman Vice-Chairman Treasurer of the University President Executive Vice-President & Provost Vice-President (by annual rotation) Deans (x2, by annual rotation) Chairman of Convocation Academic members of the Senate (x2) Elected staff member Elected student member Other members not being employees of HKUST (up to 14) Total no. of members up to 27
Guidelines for Council Members Set out the powers, authority, responsibility & accountability of Council Members as provided in the University Ordinance and Statutes 1. Ad personam Members must act as trustees in the best overall interest of HKUST as a whole rather than the interests of his/her appointing authority or election constituency 2. Corporate / Collective decision-making 3. Observe the 7 principles of public life: selflessness, integrity, objectivity, accountability, openness, honesty & leadership 4. Declare interests 5. Observe rules / procedures for conduct of business 6. Attend meetings
Responsibility of a Student Council Member - Attends meetings of Council (normally 4 meetings each year on campus) - Participates in Council Committees* and University functions (University Congregation, normally in Nov; Honorary Fellowships Presentation Ceremony, normally in Jun/Jul) * List of Council Committees - Standing Committee - Audit Committee - Campus Development Committee - Finance Committee - Honorary Awards Committee - Human Resources Committee - Institutional Advancement and Outreach Committee - Knowledge Transfer Committee - Senior Executives Affairs Committee

Who may participate in the Election? Only an elector may participate in this election either as a proposer, seconder or candidate An elector is a person who is registered at HKUST as of 9 September 2024 in any full- time program of study leading to a degree, degrees or other academic award An elector may participate as a proposer or seconder in only one nomination 10 10
The Nomination Process A nomination must be signed by a proposer and ten seconders -- all of whom must be electors The nominee must sign the form to indicate willingness to run for the office and then to serve as a member Only the official nomination form will be accepted and it must be received by 5:30pm on 23 September 2024 11 11
