ICCB Board Goals Tied to Apprenticeships Goal 2 To support a seamless transition for students into and through postsecondary education and the workforce by fostering the development of robust career pathways aligned to the needs of business and industry, strong engagement at all levels of the community college system, and with a focus on meeting students where they begin their educational journey, resulting in equitable access and outcomes for all students. Goal 3 To contribute to economic development by supporting the Illinois community college system s effort to provide high-quality, dynamic workforce training opportunities that build essential skills for high-value work through apprenticeships, work-based learning opportunities, and competency-based instructional models that result in equitable economic mobility through increased credential attainment.

Vision and mission Our vision is to elevate the statewide awareness of the roles of community colleges in apprenticeships and expand and strengthen those apprenticeship roles by undertaking the following activities: a. Create a listserv to open the apprenticeship dialogue among community colleges; b. Establish and utilize an apprenticeship workgroup; c. Conduct a survey to gain baseline data on apprenticeships at community colleges; d. Host monthly virtual Learning Communities; e. Promote apprenticeship best practices through ICCB external newsletter; f. Develop white papers; g. Pursue funding opportunities for the system.

Terms and Definitions USDOL OA United States Department of Labor Office of Apprenticeship RTI Related Technical Instruction training component of an apprenticeship Registered filed and approved by USDOL Unregistered not filed or formally approved by USDOL Incumbent worker an already hired employee that needs to upskill RAPIDS -Registered Apprenticeship Partners Information Database System Apprenticeship paid learning by practical experience under skilled workers; sometime referred to as earn while you learn. This also falls into Work-Based Learning. Sponsor - The organization that is ultimately responsible for ensuring that the Registered Apprenticeship program is being run properly, according to the program standards and federal regulations.

More Definitions Intermediary - an organization with the capacity, expertise, and network to help businesses successfully create, launch, and expand apprenticeship programs; provides industry and/or occupation-specific expertise to support employers in a particular industrial sector, coordinate partner responsibilities, provide program administration to aggregate demand for apprentices, particularly for small and medium-sized employers that may not have the capacity to operate programs on their own, and assist with instruction and supportive services. Competency-Based apprenticeship A program design where progress is measured by attainment of competencies and is based on demonstration of skill and the technical proficiency of work performance. Time-Based apprenticeship - program design where progress is measured by assessing skill acquisition during apprenticeships, based on specified work tasks and activities, along with the corresponding number of required hours to put towards said activities. Hybrid Apprenticeship - program design where progress is measured by a combination of hours worked on the job (Time-based) and competencies achieved (Competency-based).

  18. Even More Definitions Wage Scale Progressive Wage Increase - The minimum wage rates set in an apprenticeship program and the various points in the program with wage increase. All programs must include at least one wage increase during the program. Work-Based Learning - Work-based learning provides work-based opportunities to practice and enhance the skills and knowledge gained in programs of study or industry training programs, as well as employability skills, and includes an assessment acquired knowledge and skills. Examples include: internships, service learning, paid work experience, on-the-job training, incumbent worker training, transitional jobs, and apprenticeships. Apprenticeable Occupation - An occupation recognized by the US DOL Office of Apprenticeship (OA) as being apprenticeable. Apprenticeable occupations can be found here: htps://www.apprenticeship.gov/apprenticeship-occupations occupation can be apprenticeable in unregistered apprenticeships. Almost any

  19. 5 Hallmarks (Registered or Unregistered) Individuals MUST be hired up front in an apprenticeship program! If not, it is only another form of work-based learning.

  20. Credit vs. Non-Credit Use what the employer wants and what works best for them. Many employers indifferent to whether their employees are receiving college credit or not. Apprenticeships should not be a competition between the credit and non-credit sides of the college.
