Three Approaches to the Hours Issue Facilitator Draft
3 Approaches to Hours Issue Being Discussed (Curriculum) 1. Specify total minimum number of average hours* for each module -- theory, range, and road. 2. Specify minimum number of hours* only for on-road BTW driving. 3. Specify curriculum, but not hours. *Note: all specifications would be averages per pupil to take account of fact that individual student needs and performance vary widely.
Options for Certification For each hours option in the curriculum specification, there are 3 possible approaches to certification: a. Require training providers (TPs) applying for certification to disclose the average number of hours they expect to devote to each module (theory, range, road) b. Require disclosure only of BTW average hours c. Do not require disclosure
Options for Permissible Uses of Disclosure i. To enable certifier/auditor to verify compliance with hours specification (applies to Options 1 and 2 only) ii. To enable certifier/auditor to assess overall credibility of applicant s/TP s curriculum iii. For informational purposes only, to gather data that will enable data-driven assessments in the future of the cost- effectiveness of various training approaches
Putting it all together . . . Specify min. ave. hours* for each broad module (e.g. road, range, classroom) A. Require disclosure of ave. hours for each module for certification/enforcement (C/E) purposes and for information purposes (FIP) Specify min. ave. hours* only for BTW (road and range) A. Require disclosure of BTW hours for C/E purposes. Disclose classroom hours FIP only. B. Require disclosure only of BTW hours (C/E). No required disclosure of classroom hours.
