Enhancing aquatic biosecurity through standardised protocols to mitigate biological risks in aquatic environments, focusing on aquatic animal health management, translocation, and the control of aquatic pathogens and invasive species in the Pacific region. This framework ensures reduced disease spread, safe species introduction, market access, and sustainable fisheries, while also addressing challenges such as resource limitations and inter-agency cooperation for effective implementation.

  1. What is Aquatic Biosecurity A system of standardised protocols to deal with biological risks in aquatic environments Regional harmonisation, development and implementation for Pacific region. Focused on aquatic animal health management and translocation Regional framework on aquatic biosecurity Aquatic pathogens (diseases and pests). These are aquatic microbes that can cause diseases in humans, animals or plants. Aquatic invasive species. These are non-indigenous species to a certain country that cause harm to the environment and native species FAME Policy Brief No.34/2020 Diseases of aquatic plants Food safety Genetic pollution

  2. What is Aquatic Biosecurity Region, PICT, location or enterprise Reduced entry of disease pathogens Safe introduction of culture species Agreed responsibilities Agreed protocols Diagnostic capability Surveillance capability Priority lists Produce testing Emergency response capability Training and support Reduced spread Reduced amplification Reduced entry of pest species Safe introduction of goods Safe product Market access

  3. Advantages Maintains recognised status protects health and biodiversity of aquatic ecosystems maintains cultural use of aquatic resources improves productivity and long-term sustainability of fisheries and aquaculture Improved business confidence improved regional supply chains facilitates development of new enterprises greater assurance of quality produce strengthen capacity for trade and access to markets

  4. Challenges but ..it can often be hard to recognise the benefits of successful biosecurity programs. No-one likes to pay for insurance. Technical, human or financial resources Lack of baseline information on pests and diseases of concern Limited legislative policies or unclear policies Inter-agency cooperation and political commitment

  5. Next steps Without such advanced planning, a country can only react in a piecemeal fashion to new developments in international trade and the global situation with regard to serious biosecurity issues, and its aquaculture and fisheries sectors will remain highly vulnerable to new and emerging diseases that may severely affect capture fisheries and aquaculture production, leading to major social and economic impacts. National Workshop on Aquatic Biosecurity and Animal Health Strategy for Fiji 2017 Completion and recognition of national biosecurity plans Begin implementing workplans by, development of legislation and/or policies establishment of specific biosecurity authorities or roles development of import/export standards establishment of MOUs between jurisdictional authorities addressing training needs

  6. Breakout groups Do you have any learning or experience in developing a national aquatic biosecurity plan? If so, please share. Based on your experience, what are the priority areas for the implementation of aquatic biosecurity plans at the national level? If implementation has not occurred, what challenges do you anticipate? Do you consider limiting the scope of biosecurity planning to aquatic (i) health and (ii) translocation adequately meets your needs and priorities, or should this be expanded? If you would like the scope expanded, what are your priorities? Does your country/territory have adequate laws, regulations and intra-departmental arrangements to address aquatic biosecurity issues and procedures?
