ARP ESSER Purpose -To implement prevention and mitigation strategies (aligned with CDC guidance to greatest extent practicable) -To address the academic impacts of lost instructional time through evidence-based interventions that respond to the academic, social, emotional, and mental health needs of all students and particularly underserved student groups. 3

Ventilation, U.S. Dept of Education Clean air is essential for living and learning, and effective ventilation is an important part of COVID-19 prevention. CDC and EPA Recommendations: -Bring in as much outdoor air as possible -Use heating, ventilation, & air conditioning (HVAC) settings to improve ventilation -Ensure exhaust fans work properly -Filter and/or clean the air -Consider the use of portable CO2 monitors -Provide clear communication to school communities, parents, students & school personnel in understandable and accessible formats https://www.ed.gov/coronavirus/improving-ventilation 6

Multiple Federal Emergency Funds If a project was started with CRRSA ESSER II funds and is going to be continued or expanded with ARP ESSER III funds, this must be addressed in the ARP ESSER III project description. Reimbursement cannot be sought twice for same purchase, activity, or project expense. Ex- An SAU is hiring an additional social worker to work with students (most impacted by the COVID 19 pandemic) and their families to address their mental health needs. The social worker will be funded two years from CRSSA ESSER II (20-21 and 21-22) and two years from ARP ESSER III (22-23 and 23-24). Budget would include costs (Salaries & Benefits) broken down by year. ESSER II ESSER III SY20-21 $50,000* SY22-23 $95,000 SY21-22 $95,000 Total: $145,000 SY23-24 $95,000 Total: $190,000 8
Tracking Multiple Funding Streams #1 SAUs may want to develop a grid/chart to track costs for similar projects funded with multiple federal emergency relief funds. A tracker may be helpful for future reporting. A district may want to add more detail in the project/activity column. Sample grid/chart Ventilation Example: CRF 2 -Air Purifiers for K-5 classrooms ESSER II -Air Purifiers for 6-8 classrooms ESSER III -Air Purifiers for 9-12 classrooms 9
Tracking Multiple Funding Streams #2 -Suggestion to track all projects in a similar category funded with multiple federal funding (Ex- Summer Programming) -Reimbursement cannot be sought twice for same purchase, activity, or project expense. Summer Programming : 6 different programs with 6 different federal funding sources 1) 21st Century Summer Program for two K-3 schools 2) Title I Reallocated for a Jumpstart K Summer Program 3) Title I Summer School for eligible students in grades K-5 4) Title III for ESL summer course for newcomer families 5) ESSER II Intensive Summer Intervention for grades 6-8 6) ESSER III for 9th-12th to make-up lost credit in July and August 10
Publicly Available Plans ARP ESSER Use of Funds Plan SAU Safe Return to In-Person Instruction and Continuity of Services Plan The website link should provide public access to the ARP ESSER Application (Use of Funds). The website link should provide public access to the SAU Plan for Safe Return to In-Person Instruction and Continuity of Services The publicly available application should be aligned with the Priorities Chart, Stakeholders, and other requirements defined in the ARP Act This publicly available plan needs to address each of the safety recommendations established by CDC Note:If the SAU is using one plan, it needs to meet the requirements of both the APR ESSER Use of Funds Plan and the Safe Return to In-Person Instruction and Continuity of Services Plan as required in the ARP Act 11
COVID 19 Relevance and Allowable Use -Projects must be related to and address the impact of the COVID 19 pandemic as defined in the ARP Act. -Projects fall within an allowable use as defined in the ARP Act Questions to think about when deciding how to use ARP ESSER funds: 1. Is this an allowable use of ARP ESSER funds? 2. What is the allowable use under the ARP Act? 3. How does this project address the impact of COVID 19 pandemic on student learning and engagement? 4. Is it necessary and reasonable ? 5. How will this be reported in the future? 12
Allowable Use (Example) Is this project approvable? Questions: 1. Is this an allowable use of ARP ESSER funds? 2. What is the allowable use under the ARP Act? 3. How does this project address the impact of COVID 19 pandemic on student learning and engagement? 4. Is it necessary and reasonable ? 5. How will this be reported in the future? Example: 13
Targeted Evidence-Based Interventions Evidence-Based Interventions need to be Targeted to specific grade levels and student groups that have been most impacted by the COVID 19 pandemic and lost instruction (See Slide 3 Bullet 2). The student groups and grade levels checked in Items 2a and 2b need to align with the description in Item 3. Note: In the event of an audit, it may be necessary to provide documentation of why and how each grade level and student group was Targeted with the intervention. 14
Project Budgeting (Scenario 1) There is no mention of the number of additional staff being hired in the project description How many additional teachers will be needed? How were these costs determined? Note: The project narrative needs to align with budget costs. If there are questions or inconsistencies between the narrative and budget, it could delay approval and cause issues for future reporting. 15

Costs may need to be broken down by year to get an accurate understanding of project costs 16
