Title IIA Priorities Fund Code 140: Building Systems of Support for Excellent Teaching and Leading Increase student achievement consistent with challenging state academic standards; Improve the quality and effectiveness of teachers, principals, and other school leaders; Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and Provide low-income and minority students equitable access to effective teachers, principals, and other school leaders 4 4
Title IIA Fund Use Training, recruiting, and retaining high-quality educators: o High quality professional development o Mentoring and Induction o Advancing and recognizing educators o Cultivating a pipeline of educators through partnerships with preparation providers o Training on how to design, develop, align, map, or revise curriculum or assessments (Stipends to develop, align, map, or revise curriculum, or assessments: not allowed) o Substitutes (for educators attending HQPD funded by Title IIA) Class size reduction Bottom Line: Title IIA is a grant for educators Title IIA funds can NOT: Be used to purchase items for classroom or student use (including virtual classrooms ) 5 5
Title IVA Priorities Fund Code 309: Creating Safe, Healthy and Supportive, High-Quality Educational Learning Environments for All Provide all students with access to a well-rounded education; Improve school conditions for learning to ensure safe and healthy students; and Improve the use of technology to improve academic achievement 6 6
Title IVA Fund Use (Well-Rounded Education) Improving access to foreign language instruction, arts, and music education Supporting college and career counseling, including providing information on opportunities for financial aid through the early FAFSA Providing programming to improve instruction and student engagement in science, technology, engineering and mathematics (STEM), including computer science, and increasing access to these subjects for underrepresented groups Promoting access to accelerated learning opportunities including Advanced Placement (AP) and International Baccalaureate (IB) programs, dual or concurrent enrollment programs and early college high schools Strengthening instruction in American history, civics, economics, geography, government education, and environmental education 7 7
Title IVA Fund Use (Safe and Healthy Students) Bullying prevention and intervention Safe and supportive schools Social and emotional learning Emergency management planning Comprehensive substance abuse prevention Designing and implementing a locally-tailored plan to reduce exclusionary discipline practices and promote positive behavioral approaches Comprehensive health prevention education (including sexuality education) Behavioral/mental health supports/services Reducing Chronic Absenteeism 8 8
Title IVA Fund Use (Effective Use of Technology) Supporting high-quality professional development for educators, school leaders, and administrators to personalize learning and improve academic achievement Building technological capacity and infrastructure Carrying out innovative blended learning projects Providing students in rural, remote, and underserved areas with the resources to benefit from high-quality digital learning opportunities Delivering specialized or rigorous academic courses and curricula using technology, including digital learning technologies and assistive technology 9 9
Title IVA Fund Use Districts receiving $30,000 or more must conduct a comprehensive needs assessment and must expend: At least 20% on supporting a well-rounded education; At least 20% on supporting safe and healthy students; and At least some amount on improving the use of technology Districts receiving less than $30,000 are: Encouraged, but not required, to conduct a comprehensive needs assessment May allocate funds to one or more of the priority areas Note: Regardless of the allocation amount, districts may not spend more than 15% on technology infrastructure of any amount supporting effective use of technology. However, there is no cap on expenditures for technology infrastructure, including software, when such infrastructure is supporting safe and healthy schools and/or well-rounded education. 10 10
Title IIA & IVA Additional Requirements Funds must supplement, not supplant, any non-federal funds that would otherwise be used to pay for the activity Enhance, expand, increase, or extend programs/services offered with state/local funds Districts are required to prioritize funds to schools based on one or more of the following criteria: o they are among the schools with the greatest need (as determined by the district); o the have the highest percentages of low-income students; o they are identified for comprehensive support and improvement; o they have consistently underperforming subgroups; and o they are identified as a persistently dangerous public elementary school or secondary school under section 8532 of the Elementary and Secondary Education Act (ESEA). 11 11
Equitable Services (private school participation) Only private schools within district boundaries eligible for Title IIA and IVA (Note: This is different than Title I.) Must consult with each private school to determine services Funds are NEVER provided directly to private schools Use third party provider or pay teachers/other staff through contract using district procurement policies Funds benefit students and NOT the school All instructional support, materials, PD, and activities must be SECULAR, neutral, non- ideological District maintains title to all materials, computers, or other items purchased on behalf of participating private schools o Use good judgement; you don t have to take back everything, rather need to know that it s secure and owned by district *Exempt: charter schools, vocational/technical schools, and virtual schools* 12 12
Annual evaluation of impact of Title IIA & IVA activities Key questions: What is the intended outcome of the activity/expenditure? What data will you use to determine progress toward the intended outcome? Based on the outcome, should the activity be continued, refined, or discontinued? Title IVA annual reporting requirement (collected each June via Application Supplement in GEM$) Progress toward outcome for each activity Prior year expenditures including the amount spent in each of the expenditure categories: well-rounded education, safe and healthy students, and effective use of technology Posted on DESE website 13 13
Monitoring Federal Grants Monitoring (Titles I, IIA, & IVA) uses same schedule as Tiered Focused Monitoring - every 6 years Timeline Official notification from DESE Federal Grants office in the fall Documents due in winter DESE report sent out to districts in spring Required actions due in fall (if there are findings) Desk-based review (may include Zoom interviews/onsite visit in some cases) Materials organized by specific documents requested and submitted via new online CHAMP platform 14 14
