Tickets Intent: To reduce, from six to five, the maximum number of complimentary admissions that an institution may provide to a prospective student-athlete and those accompanying the prospective student-athlete to attend a home athletics event during an official visit. Wednesday, February 6, 2019 Ask Before You Act! 10 2018-116 Reserving Unofficial Visit Tickets Intent: To specify that an institution may reserve tickets (in addition to the permissible complimentary admissions) for the use of additional individuals accompanying a prospective student-athlete during an unofficial visit and for seat locations adjacent to the complimentary seats being provided to the prospective student-athlete; further, to specify that such tickets must be purchased at face value. Wednesday, February 6, 2019 Ask Before You Act! 16 2018-66 Minor in Final Semester Intent: To specify that a student-athlete with athletics eligibility remaining may participate in organized practice sessions and competition while enrolled in less than a minimum full-time program of studies, provided the student is enrolled in the final semester or quarter of a minor or undergraduate certificate program (designated before the beginning of the final term) and the institution certifies that the student is carrying (for credit) the courses necessary to complete the minor or certificate requirements. Effective Date: August 1, 2019

Wednesday, February 6, 2019 Ask Before You Act! 17 2018-68 18-Hour Rule Intent: To eliminate the requirement that fulfillment of the 18/27 credit-hour progress-toward-degree requirement shall be based on hours earned or accepted for degree credit at the certifying institution in a student-athlete's specific baccalaureate degree program. Effective Date: August 1, 2019

Wednesday, February 6, 2019 Ask Before You Act! 18 2018-67 Signed PSA Observing Closed Practice Intent: In sports other than football, to eliminate the prohibition on a prospective student-athlete who has signed a National Letter of Intent or the institution's written offer of admission and/or financial aid, or has submitted a financial deposit to the institution in response to the institution's offer of admission observing an institution's off-field or off-court practice session (e.g., meeting, film review) that is closed to the general public. Effective Date: August 1, 2019

Wednesday, February 6, 2019 Ask Before You Act! 19 2018-96 Printed Recruiting Materials Intent: To specify that an institution may provide any necessary printed pre-enrollment information regarding orientation, conditioning, academics and practice activities to a prospective student-athlete, provided he or she has signed a National Letter of Intent or institutional financial aid agreement, or has been officially accepted for enrollment. Effective Date: Immediate

NCAA BYLAW 19.01.5 EXEMPLARY CONDUCT Individuals employed by or associated with member institutions for the administration, the conduct or the coaching of intercollegiate athletics are, in the final analysis, teachers of young people. Their responsibility is an affirmative one, and they must do more than avoid improper conduct or questionable acts. Their own moral values must be so certain and positive that those younger and more pliable will be influenced by a fine example. Much more is expected of them than of the less critically placed citizen.
