Remember way back in Spring 2020 and Extended Spring 2020 (Summer) . Even though SOL testing was waived in spring 20, the VDOE still needed to collect data for students that were scheduled to test in certain EOC subjects. The Student Registration Imports for Federal Accountability in the Spring 2020 Non-Writing and the Extended Spring 2020 Non- Writing Test Administrations will allow the VDOE to include these assessment records as participants in the cohort rate calculation in future years. Student Registration Import (SRI) for Federal Accountability from the Extended Spring 2020 Non-Writing Test Administration Office of Student Assessment staff will provide the Office of Data Services with an updated student registration file to include all records in PearsonAccessnext prior to December 4, 2020. On December 4, 2020, the VDOE authorized Pearson to lock the data in the Spring 2020 Non-Writing Test Administration for all divisions. The VDOE will identify assessment records in the student registration file that do not have the Z-Code-D flag set and contact any division that has records that may need to be edited. Process for Submitting Records NOT Included in the Extended Spring 2020 SRI for Federal Accountability Divisions must submit a Student Registration Import File to the Office of Student Assessment via the SSWS Dropbox to Jason Ellis and Frank Gilhooly. Divisions must use the Extended Spring 2020 Non-Writing Test Administration Student Registration Import File Requirements to create the file. The Z-Code-D flag MUST be set in order for these records to be included in the file provided to Data Services. Only include records for students that have not already been accounted for in federal accountability during Spring 2020 or the Extended Spring 2020 test administrations. Fall 2020 Expedited Retakes in Grades 3-8 Questions have come up from divisions as to whether expedited retakes must be offered by school divisions for students in grades 3-8 given that Accreditation has been waived. This is under discussion currently and additional information will be forthcoming soon. Details will be shared with school divisions as soon as possible. Fall 2020 Writing Test Administration Window The Fall 2020 Writing Test Administration was scheduled to close on December 18, 2020. New information available today: At the request of school divisions due to an increase in COVID-19 cases, the Fall 2020 Writing Test Administration is being extended through Friday, January 22, 2021. An email will be sent to DDOTs to notify all divisions of this change. A revised Virginia Assessment Program (VAP) calendar will be posted in PearsonAccessnext. Spring Writing Calendar Changes Online Tests Divisions will not submit Writing test windows for online testing. Term Graduate 1st and 2nd Opportunity online Writing windows have not changed. Grade 8 and EOC online Writing testing will occur between March 1 April 2. Divisions have the flexibility to use the entire Grade 8 and EOC online window to administer Writing tests rather than a smaller 3-4 week window. Spring Writing Calendar Changes Paper Tests Divisions will not submit Writing test windows for paper testing. All paper Writing testing will be conducted between March 1 17. Increases the length of all paper testing windows Divisions select when to administer short-paper and MC/TEI components Term Graduate, End-of-Course, and Grade 8 Writing all occur during this window Ship date for return of materials remains the same Divisions will receive different paper forms matrices for ordering paper Writing testing materials. Spring 2021 Writing Forms Matrices will be labeled A, B, and C Ensures a variety of prompts are used throughout the state All students will test with the division s Main form unless there is a test irregularity and VDOE assigns an Alternate form. Spring 2021 Writing: Maintaining Flexibility Similar to the Fall 2020 Writing Test Administration: School divisions determine when the short-paper component and MC/TEI component of the writing test will be administered within the overall test window. There are no set days that the paper writing prompt must be administered. Students may be administered both the short-paper and MC/TEI components in the same school day with parental permission. Spring 2021 Questions (1 of 3) Question: Have any changes been made to the Spring 2021 Non-Writing Test Administration window? At this time, no change have been implemented. DDOTs will be notified if dates are revised. Question: Will school divisions still have the option to administer the grades 3-5 reading and mathematics tests over 1 day or over 2 days? Yes, nothing has changed regarding the test administration options available for these tests. Spring 2021 Questions (2 of 3) Question: We know Accreditation has been waived. Will SOL test results from this year be used in calculating a three-year average for Accreditation? Details of what will occur with the three-year average for Accreditation are still under discussion, and no determination has been made at this time. Spring 2021 Questions (3 of 3) Question: Will the same flexibility exist in spring that was available in fall (i.e., the ability to administer both Writing components in the same day and more than the 3 to 4 week window to administer non-writing first attempts)? Yes, these same flexibilities will be available. With parental permission, both components of the Writing test may be administered within the same day. School divisions will be able to use more than the 3 to 4 week window to administer non-writing first attempt tests. COVID-19 Refusals Fall 2020 If parents/guardians refuse to have their student participate in a Fall 2020 Writing or Non-Writing SOL test due to COVID-19 concerns: No testing status will be assigned in fall 2020 for SOL Writing or Non- Writing tests that are not taken due to COVID-19 concerns. If end-of-course test: Division is to communicate with the parents and student regarding the student s graduation requirements and future plans to attempt to earn a verified credit (i.e., future spring, summer, or fall SOL test administrations; a Board-approved substitute test). If a test record exists in PearsonAccessnext in fall 2020 for the student s test, it should NOT be marked complete with a testing status. Consider this a deferral wait to code in spring 2021, if the test is not taken then. All other testing statuses (absent (1), medical emergency (4), etc.) should be coded as usual. COVID-19 Refusals Spring 2021 (1 of 4) A new testing status: Testing status 52 refusal due to COVID-19 Beginning in spring 2021, students required SOL tests that were not completed by the end of the spring administration due to COVID-19 concerns will need to be assigned testing status 52. Students required VAAP tests that were not completed by the end of the VAAP administration due to COVID-19 concerns will need to be assigned testing status 52. COVID-19 Refusals Spring 2021 (2 of 4) Beginning in spring 2021, testing status 52 will appear in the PearsonAccessnext testing status dropdown menu as: Refusal due to COVID-19 (52) Test records should be added and marked complete for required tests that were not taken in the 2020-2021 school year due to COVID-19 refusals, and testing status 52 should be coded. Fall 2020 tests that were deferred until spring 2021 but then never completed due to a COVID-19 refusal should be added, marked complete, and coded with testing status 52. COVID-19 Refusals Spring 2021 (3 of 4) Student Score Reports and Student Data Extract Files Assigning a testing status 52 will result in a No Score or NS on student score reports with a footnote that the student did not take the test due to the COVID-19 pandemic. The Student Data Extract Files will include a proficiency level of 9 and a scaled score of 952. For federally required tests: Because the tests required for federal accountability have not been waived, it is anticipated at this time that test records with testing status 52 will count as non-participants. COVID-19 Refusals Spring 2021 (4 of 4) Testing status 52 will not be used for students who: Complete a Local Alternative Assessment in Virginia Studies, Civics & Economics, and Grade 8 Writing in 2020-2021 Complete performance assessments in end-of-course history to earn a locally awarded verified credit in 2020-2021 No SOL test record will exist for students completing the assessments above. 12/9 Question 1: Availability of Option One If a student was enrolled in a course in Spring 2020 but did not successfully complete the course and is reenrolled in Fall 2020 and completes the course in Fall 2020, could they be eligible to be awarded an LAVC under any of the emergency guidelines? Yes, because the student in reenrolled in Fall 2020, Option One does apply to that student. If this same student took the SOL test previously when enrolled the first time and scored between 350-399, does the student have to take the SOL test again to be eligible for Option One? No, this previous test attempt would be sufficient to be eligible to be considered for the LAVC under Option One. 12/9 Question 2: Retests for Option One The Emergency Guidelines for LAVC indicate: For students graduating in 2020-2021 or beyond who were enrolled in a high-school credit bearing course that was eligible for a verified credit in the fall of 2020, there is no requirement that the student must have taken the associated Standards of Learning assessment for a second time. However, a student may test a second time to reach a score in the modified 350-399 range and become eligible for the below locally-awarded verified credit process. Doesn t the underlined text mean students are eligible for an expedited retest if they score between 350-399? No, these guidelines did not expand the score range for expedited retakes. This text is to indicate that the student is not limited to the 350-399 range on only the first attempt. Rather, if the student were to retest at a later time even in a future administration, the flexibility of the 350-399 score range to earn the LAVC will also apply. 12/9 Question 3: Expedited Retests for Option One Do the Emergency Guidelines for LAVC automatically expand the expedited retest range for students so that it s 325 to 349 or so that any student scoring below 350 can retest? No, these guidelines did not expand the score range for expedited retakes. The range of 375 to 399 for students to be eligible for an expedite retake is included in the SOA Guidance doc and that was not affected by these Emergency Guidelines. However, as stated in the SOA Guidance Document, extenuating circumstances can be defined by the local school division superintendent but must be restricted to situations that specifically affect the student who is being retested. 12/9 Question 4: Deferred Tests and LAVC Options If a student is enrolled in a course for credit this fall but defers taking the SOL test until spring, is the student still eligible for an LAVC under the Revised Emergency Guidelines? Yes, the flexibility in the Revised Emergency Guidelines for LAVC are based on when the student is/was enrolled in the course. 12/9 Question 5: Availability of Option Two Our students take World Geography in grade 8. Can you confirm that Option Two is available for students in middle school who are taking a history course with an end-of-course test? Yes, Option Two is available for any students, regardless of grade level, who are taking an end-of-course history SOL test. 12/9 Question 7: Implementing Option Two Can a division make a decision about which individual students utilize Option Two to earn an LAVC? Division-wide or school-wide decisions are expected rather than student-level decisions. Making student-level decisions about how Option Two is implemented should only occur when a rationale related to COVID-19 can be used to justify that decision to stakeholders. 12/9 Question 1: Number of Samples a Teacher May Score Teachers can grade only 1 of their essays or can they grade all 3 as long as a second scorer is used? Teachers are permitted to grade only one essay for each of their own students during the 2020-2021 school year, regardless of whether a second scorer is used and regardless of the number of writing samples collected. 12/9 Question 2: Who Can Qualify to Score Writing Samples? Can paraprofessionals who meet the qualifications score writing samples that will be used to verify credits in writing? Scorers who have demonstrated and meet the expectations established in the verification scoring set in Understand Scoring are qualified to score student writing samples. 12/9 Question 3: Timeline for Completing a Collection of Evidence If a junior is missing a freshman sample, are they allowed to complete that sample this year as well as their 11th grade sample? The timeline for completing any writing samples that are missing (or any writing samples that indicate a need for additional instruction followed by the opportunity to respond to a new task) is determined by the school division. When necessary, writing samples could be completed after the 11th grade course has been completed. 12/9 Question 4: Writing Samples for the Collection of Evidence Are we still able to consider other writing samples in the collection of evidence apart from the three performance-based assessments? Additional assessments and writing samples may be considered in addition to the required persuasive, analytic, and argumentative writing samples if the school division deems that this is appropriate. 12/9 Question 5: Test Security Expectations I know that students may take one Performance Assessment in Writing virtually...would they be expected to follow the same test security expectations as they would follow at school? As in, would they need to provide evidence of the testing environment in the form of an open camera that records their actions? The school division's requirements for testing in the virtual environment are expected to be followed. No camera or recording is required unless this has been established as a requirement by the school division for local classroom assessments that are administered virtually. 12/9 Question 6: EOC Writing LAVC Do students have to be unsuccessful in their first attempt of the EOC Writing SOL test before they can submit performance based assessments? If the school division is operating under the flexibility allowed under Option One in the revised Emergency Guidelines for Locally Awarded Verified Credits, students must attempt the EOC Writing SOL test before looking at other evidence and meet the other criteria described in those guidelines. If the school division is awarding verified credits based on the Emergency Guidelines for the Use of Local Performance Assessments to Verify Credits in Writing, students should not attempt the EOC Writing SOL test. 12/9 Question 7: Changing for 2nd Semester Because of the school closures in spring 2020 and virtual instruction in fall 2020, our 4x4 school division reverted to using the EOC Writing SOL test to verify credits during the fall semester. Is it permissible for our school division to return to using performance assessments to verify credits in writing for our second semester classes in spring 2021? This would be permitted and could occur for all grades (English 9 through English 11 complete writing samples for verifying credit) or for certain grades (e.g., English 9 students complete writing samples that will be used to verify credit, while English 10 and English 11 instruction prepares students to verify credit with the EOC Writing test during English 11). 12/9 Question 1: Required Number of Performance Tasks (Emergency LAA) This is the first opportunity to use local performance assessments instead of the SOL test in these subject areas and the first semester is almost over. Will it be sufficient to use one performance assessment or performance task in these areas, combined with the other local assessments that we have been using to prepare students for the SOL test? Using one performance assessment or performance task will meet the expectations of these Emergency Guidelines, which state, School divisions are encouraged to use a variety of assessment types, including performance tasks and/or performance assessments.
