  2. Naplate IL Village Located in LaSalle County Illinois Population of 412 First Started working with RCAP in 2017

  3. What were their Issues Needed to Upgrade Waster System Needed access to funding Needed to know how the debt would affect them Needed to know the condition of their system

  4. How RCAP Assisted Began by doing condition assessment of the system to see what areas needed to be addressed Informed them of the funding options available to them and the differences within them Set with them in interviewing engineer firms to take on the project Worked with them through the USDA RD application process Date a rate analysis for water and sewer to see where their rates currently were, and where they would need to go.

  5. Results Naplate was awarded over $800,000 loan from the USDA RD for their project. They were given over 40% loan forgiveness for the project They were able to highlight the areas of most issue and address them They raised there water rates so that they will be able to make payments on the loan, and will have reserves for maintenance in the future Set up automatic rate raises so they will not fall behind They are now working on plans to update their sewer plant
