Recent law of soccer changes These changes apply to all divisions. On a goal kick or free kick in the penalty area, the ball is in play when it is kicked and clearly moves. Opponents must remain outside the penalty area and at least 10 yds away until the ball is in play. Attacking players must be at least 1 yd away from a defensive wall containing 3 or more players. Goalkeeper only needs part of one foot on the goal line for a penalty kick. Drop ball is no longer competitive If play is stopped inside the penalty area, the ball will be dropped for the goalkeeper If play is stopped outside the penalty area, the ball will be dropped for one player of the team who last touched the ball at the point of the last touch; all other players must be at least 4.5 yds away. If the ball touches the referee and goes into the goal, team possession changes, or a promising attack starts, a dropped ball is awarded. Handball clarifications - The following scenarios will be a free kick even if accidental: The ball goes into the goal off an attacking player s hand/arm A player gains control/possession after the ball has touched their hand/arm and scores, or creates a goal scoring opportunity The ball touches a player s hand/arm which has made their body unnaturally bigger If the goalkeeper attempts to clear a throw-in or deliberate pass from a teammate and the clearance fails, the goalkeeper can handle the ball. Shinguards - these must be made of a suitable material and be of an appropriate size to provide reasonable protection and be covered by socks.
PreK / Kindergarten Divisions (3v3) Size 3 Ball Field Size 65 x 90 ft Goal - 4 x 6 ft 3 field players and no goalie Two 15 minute halves and 5 minute half time Two simultaneous games with 1 referee for each game (field) One coach from each team is allowed on both fields. Kindergarten coaches should attempt to coach from the sideline where possible. Coaches should attempt to place aggressive players together on one field to balance games and maintain the teams for the duration of the game. No goalie, coaches should encourage players to defend on the field away from the goal. Defenders must be involved in the play and not just hanging back by the goal. No offsides called, no throw ins (kick ins are used), no direct kicks, defending team must be 4 yards off the ball for restarts. A goal can only be scored / counted from a team s offensive side of the field Substitute on any dead ball at referee discretion
On any restart, the opposing team must be in their defensive half until the ball is put in play. To facilitate learning the game, referees may (at their discretion) explain the offense to the player and allow a player to retake a free kick after the same player strikes the ball again immediately after the kick. Call all fouls, but take time to explain to the player(s) involved as to what they did wrong When a player deliberately heads the ball in a game, an indirect free kick (IFK) will be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. For non- deliberate headers, play should continue The referee will allow players to leave the field to be evaluated by coaches and/or onsite medical staff if there is a suspected head injury.

Scheduling and pay process Availability is expected by Sunday night-best practices Any changes to availability after submitting-text Art Schedule is posted on Tuesday-later at night when tournaments When posted, an email will be sent out and availability for next week of games will be open Check schedule and text Art acceptance of assignments Wednesday 9pm at latest. It is your responsibility, I should not have to text you If something changes in your ability to attend games, contact immediately up to 7am of game day. Pay scale and pay dates are on referee payroll tab. Paperwork must be submitted timely to get paid timely
Value of a referee=Competence x commitment it does not matter how good you are if you are not committed to doing things right and doing the right things What does 10x0 equal ? There are two reasons why people don t do something, they don t know or they don t care. If you don t know make the effort to find out, if you don t care-make the effort to care more!
expectations Communicate to me to the person checking in to dave, the director of referees, to the mentors, to your fellow referees, to the coaches, to the players. And do it positively. Dress professionally, shirt tucked in and black referee socks pulled up Have a watch, whistle, cards, flags (if appropriate) coin, water. Know the rules, and call fouls. If you don t know, find out at halftime, after the game, when you get home. Hustle, hustle, hustle
