Significant emergencies and unanticipated expenditures. Flexibility for discretionary funding needs. Potential for better interest rates on debt issues (can save the District money). To cover potential shortfalls from the state (a) due to budget cuts or (b) as a result of a change in legislation (i.e. as when residential property taxes from operations were eliminated and replaced by the state with a one cent sales tax increase ( Act 388 )).

Revenues of $180.7M primarily consist of State and Federal grant funding EIA Fund does not report a fund balance since any unspent funds must be returned to the State or carried over to the next year and reported as unearned revenue. Revenues of $33.3M funded by the State s EIA Act of 1984 Food Service Fund had approximately $6.0M in fund balance at year end, including $335k in inventory and $5.7M restricted for food service Revenues of $30.1M primarily consisted of federal reimbursements for the District s school breakfast and lunch programs

Revenues of $168.4M primarily consist of local one cent sales tax revenues Debt Service - District Fund had a deficit fund balance of $6.1M primarily as a result of the $62.8M outstanding BANs. Debt service payments of $30.2M were primarily funded through property tax revenues Debt Service - CEEF Fund had approximately $553k in fund balance at year end, all of which is restricted for debt service Debt service payments of $37.3M were primarily funded through transfers from the Debt Service District Fund

Net disposals of $6.7M. Construction commitments of $49.0M as of June 30, 2023.

No impact to the fund level financial statements. Impacts the School District s government-wide financial statements: Net Pension Liability as of 6/30/2023 of $688M Net OPEB Liability as of 6/30/2023 of $559M Employer contribution of 17.56%, an increase of 1% compared to FY22; rate increased by an additional 1% to 18.56% for FY24
