CHANGES ARE COMING The planning department of the council are behind the push for the major changes coming to our city. This was introduced by the State Government through the City of Melbourne. All of the councils adopted the same plan at the same time. In fact, this is happening all around the world at the same time. What a coincidence! Despite the plan stating that we the people asked for this change, it is clear to see that it was not a grass roots movement. It was introduced by the government.
The main selling point they use is convenience. Why do you need to go anywhere if you can walk to everything that you need? Do you know any person who has said that they want to live in a high rise, high density ghetto near a train station? Do you know anyone who has said that they no longer need a car because they want to walk to work and to the shops? Do you know anyone that wants to be forced to use expensive electricity because all of the other options are bad for you?
The plan will introduce: The four foundational pillars On page 30 to 31 Connectivity What type of technology will be introduced? Will this include 5G? Will residents be informed what will happen with their data when they use the free Wi-Fi? So far, all the government has introduced is surveillance cameras on every street in the city via Vicroads SMART cameras.
Concentration What is denser and more concentrated development? What is medium and higher density housing? The plan says that it will stop the urban sprawl and move residents closer together.

Housing options offered: Detached Housing Dual occupancies Town houses and units Multi units, apartments and shop tops - high density/mixed use Have your say. Provide feedback by 10th September 2023.
Capacity How do you intend to grow jobs capacity? How do they intend to grow enough jobs to cater to the 70% goal stated? They intend to have 70% of residents live near their workplace in the city.
Choice How does council plan to introduce such a large amount of choice in such a short space of time? We understand that you will put out design guidelines and will only approve plans that comply with your guidelines.
Statement in the plan: All of these objectives of The Wyndham Plan require a transformation in the way we plan and develop our existing and newly emerging neighbourhoods. As our plan states this is about putting the Urban in the Suburban.
Transit systems Transit systems On page 45 - The proposed Wyndham Loop Will these potential changes involve making residents move closer to the railway stations? How do you propose to move them? On page 46 Transit systems how do council propose to initiate bus systems when this has been an ongoing problem for years. It is hard to believe that the council will be able to achieve this when it has not been able to keep up with the growth before, especially in such a short period of time. On page 47 - In December of 2021, a FlexiRide service for Tarneit North was announced by the State Government. Such services have the potential to address public transport needs in Wyndham in new ways. The potential for the role out of similar services could be integrated with the other responses articulated as part of the Wyndham Transport Network. How does this work alongside the existing infrastructure?
On page 48 - Will homes need to be compulsorily acquired to complete the Derrimut Road Boulevard? On page 53 - The merging of The City Heart and The Derrimut Road Boulevard big ideas achieves an important walkable city outcome. By creating a sequence of key destinations connected by rail, light rail, trackless trams and/or BRT services with frequent stops along major transport spines such as the Metro train line and the Derrimut Road Boulevard Wyndham is able to achieve the 20-minute neighbourhood outcome where people can live, work and recreate locally within a 500 metres walk from home. Both spines have been earmarked for more intense development (including multi-storey housing) bringing more people closer to jobs and services. How long do council intend to take to introduce all of these transport options and then hold to the 500 metres walk from home for each resident?
Council will consider refusing planning permits for new subdivisions that are located more than three kilometres from an existing (i.e. operational) train station unless a local bus service operating on a minimum service level frequency of 20-minutes at peak periods is available to connect residents living within and beyond this distance to the nearby train station. Permits will be considered for refusal on the basis that developments located more than three kilometres from an existing train station without a public transport connection to it are contrary to orderly and proper planning Here it is, no more sprawl and you will have to live near a train station so you will no longer need a car. So, all new housing options will be built less than 3 kilometres from a station, this sounds like it will only be small dwellings like 5 8 storey apartments only? Is this correct?
On page 65 - By 2040 50% of the Wyndham population will be within healthy weight ranges. This will be achieved through the following goals and their targets: The average number of cars owned per household in Wyndham will decrease. The percentage of people walking or cycling to work will increase. The amount of public open space in Wyndham will increase. Every neighbourhood will have an integrated pedestrian, cycling and micro-mobility network which is safe and connected to places where people want to go. Access to parks and outdoor recreation areas will be extended where possible by lighting of parks in early hours and evenings. Since when is it in the purview of the council to decide how healthy residents are? You are not medical doctors. Offering choice is one thing, we want guarantees that this will not lead to forcing residents to go along with these choices.
In 2016 59% of all households in Wyndham had access to two or more motor vehicles. In Greater Melbourne the figure was 51%. In 2021 57% of all households in Wyndham had access to two or more motor vehicles. In Greater Melbourne the figure was 51%. TARGETS: By 2040 no more than 50% of all households in Wyndham will need to have access to two or more vehicles per household. So, the policy is to make sure residents will not need access to a vehicle? We want guarantees that this will not lead to forcing residents to limited choices in movement.
All future train stations identified in PSPs on the Regional Rail Link and Metro Line will be fully constructed and operational by 2040. Really? Ambitious plan without assistance from government funding and private sector investment. How does the council intend to achieve this goal?
On page 71 - The community too has a key role to play in delivering the Wyndham Plan. Putting people first is fundamental to The Wyndham Plan. A place-based approach has been adopted to understand the relationships between land use, built form, cultural, economic, social and environmental perspectives. By engaging with the community on the actions required to meet their needs and aspirations both Council and developers are better informed as to what needs to be done where, when and how. Explain how residents will be involved or even know about this, considering many do not even know about this plan? We seek to amend the engagement policy as it is currently failing.
On page 73 - Work with local communities, the Wyndham developer community, Department of Environment Land Water and Planning (DELWP) and other relevant state government agencies such as the Victorian Planning Authority (VPA) to refine and finalise plans and precinct-based actions underpinning The Wyndham Plan. Set up The Wyndham Plan inter-governmental governance group, a first of its kind group across the three levels of government in Australia to drive the outcomes sought through The Wyndham Plan and align government action with it. How will this work? Another layer of government bureaucracy to push through the ideas in the plan that residents know nothing about. Will this new group have residents involved in the decision- making process? If not, why not?
On page 74 - The Place Intervention Logics will be prepared by consulting with the communities living in the Neighbourhood Pulse catchment areas. This will enable the identification and diagnosis of place-based issues, challenges and opportunities using the process of Place Intervention Logics (PILs) for each Neighbourhood Pulse and its catchment area How will the council ensure all residents have a say? It is not acceptable to only talk to a few people and then rely on implied consent. Sounds like a nice way to force residents to do it.
On page 76 - Change the Wyndham Planning Scheme. This will be an important and critical part of the new approach proposed. The Planning Scheme will need to be amended to facilitate the policy direction set out in any Council adopted version of The Wyndham Plan. How will this work? An example would be that you can only build a single storey dwelling on your block. We know there are many blocks that are too small for any development let alone even planting trees on the land. How do the council intend to use the changes in the planning scheme to drive this change?

Let council know you want to be more involved Attend council meetings Talk to friends and family about your concerns
What do we request from council: Better Engagement Methodology moving forward. The council needs to ensure it uses appropriate minimum sample sizes, appropriate timing, and appropriate forums to capture all voices. Council also needs to focus on the barriers to resident engagement and find ways to cut through these and overcome them. Questions should also be designed in consultation with community members so that the outcome is not the manner in which the questions are structured. Using residents to help ensure questions are simple to understand will also remove any claims of bias.
Re-opening of community engagement. We believe the sample data is not adequate to make this decision based on IAP2 standards. We would want Council to re-consult until it has at least 1530 individual surveys completed. A seat at the Table We are a key group that can advocate for the implementation of Council decisions. We want to work collaboratively with officers, but we must be afforded the opportunity to present, ask questions and be heard. We will always do this with respect. We need to ensure that Council Officers answer our questions.
A focus on more face-to-face meetings More opportunities for face-to-face engagement such as town hall meetings. We have seen Councils like Brimbank specifically propose and vote to set these up in recent weeks, responding to the pressure for better community engagement. Any Councillor could reach out to Cr Maria Kerr who would gladly assist in unpacking this and how it has brought the community closer to Council. A Transparency Hub Setting up a transparency hub like at Frankston City Council to make it easier for residents to better understand council decisions, activities and how it all works. Much of the problem with Councils engagement is the overly complex web of information residents need to navigate. This is why your own consultation results demonstrate a lot are interested, but most do not proceed. Frankston Council has had enormous community engagement and satisfaction as a result.
