Underwriters Laboratory (UL) A global safety science company responsible for testing and listing electrical and other equipment Energy storage is highly regulated and needs to comply with layers of rules and standards NYS Uniform Code - The Uniform Code is based on the International Code Council s model codes (I-codes), and it prescribes the minimum standards for building construction in New York. It is applicable in every part of the State except for New York City, which is currently permitted to retain its own code. The International Fire Code Establishes minimum requirements for fire prevention and fire protection systems using prescriptive and performance-related provisions is the model code on which the NYS Fire Code is based. NFPA NFPA is a self-funded nonprofit that's dedicated to the elimination of global loss from fire, electrical, and related hazards FDNY provides fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs.

  3. Inter Agency Fire Safety Working Group (FSWG) 3

July 2023 - in response to 3 battery storage fires - Governor Hochul convened an Inter-Agency Fire Safety Working Group Agency participants: DHSES, OFPC, NYSERDA, DEC, DPS, DOS Working Group partners: Highly specialized SMEs/fire protection engineering firms, national labs & NYPA Working Group tasks include: Conduct an Incident Analysis for East Hampton, Warwick, and Chaumont incidents a. Examining testing for contaminants and report out a summary of findings (completed, December 2023) b. Reviewing emergency response actions and data (in progress) c. Accessing and examining Root Cause Analysis (in progress) Conduct a full review of today s Codes, Standards, and Regulations and provide a summary of recommendations. (complete, January 2024) Conduct field assessments of in-service commercial energy storage projects and revise NYSERDA inspection checklist with lessons learned. (in progress)

NYS Inter-Agency Fire Safety Working Group February 2024: Issuance of DRAFT Fire Code Recommendations Report + request for public comment Report includes 15 recommendations across 3 categories for large, grid-scale systems: 1. Fire Code Updates 2. Fire Code Additions 3. Additional Considerations NYSERDA to submit updated recommendations to DOS for inclusion in Uniform Code Rule in Development release for public comment
