Title 24, 2022 Building Code Scope A rulemaking to adopt changes to the CA Building Energy Efficiency Standards, which go into effect Jan 23 Update Nov. 3: CEC workshop on indoor cooking & ventilation CEC presented proposal to update kitchen ventilation / range hood requirements Electrification workshop pt. 2 delayed to early December Timeline Dec. 2 Electrification workshop Winter 20: Commission Staff Reports and 45-day language
SB 1477 Scope $80M for BUILD Program (offers incentives for builders to build clean from the start ) $120M for TECH Initiative (spurs market development for decarbonized technologies) Update BDC selected as part of the winning team for program administrator of the TECH program Timeline Q1 2020: Release BUILD draft program guidelines, release outreach plan, and host public workshop Q2 2021: Begin accepting applications for BUILD
SB 100 Scope SB 100 requires renewable energy and zero-carbon resources supply 100 percent of electric retail sales to end-use customers by 2045 and requires the CEC, CPUC, and CARB to prepare a report (more info here) Update Dec. 4: joint workshop on the draft results Presentation to include modeling results, key takeaways from the assessment, next steps for analytical work, and recommended actions Timeline Jan 21: Report due to Legislature
CARB HFC Regulation CARB initially proposed to amend their HFC rule to prohibit the sale of new AC / heat pump products using refrigerants with GWP >750 beginning 1/1/2023. CARB now intends to modify proposal to allow >750 GWP products until 1/1/2025: Between 2023 2025, HVAC OEMs can either use GWP <750 or offset the excess GWP by reclaiming used refrigerant at end of life in installed equipment Likely be reflected in 15-day language The 750 GWP limit would kick in firmly 1/1/2025.
CARB HFC Regulation (cont.) The mechanical code prohibits R-32 VRFs. The regulatory path to change this is: (1) Amend ASHRAE 15 to allow for a higher RCL (2) Have Utility Mechanical Code 2024 adopt changes (3) Then adopt provisions into CA Mechanical Code 2025 published in July of 2025, mandatory in Jan. 2026 Therefore, potential 1-year gap for VRFs CARB s regs based on manufacture date, so manufacturers could sell R-410A VRFs or other ACs as far into 2025 as is practical. CARB will want to find way to not impact VRF market
Upcoming Meetings Nov. 19 Air Resources Board Board Meeting Update on Indoor Air Quality CARB staff to discuss health concerns from gas appliances and benefits of building electrification. Update on California's Greenhouse Gas Goals CARB staff provide an update on the key lessons learned for how to achieve deep decarbonization in California
Clean Energy Financing Options Scope PUC examining options to assist customers with investments in residential/commercial buildings and at industrial and agricultural sites designed to decrease energy use, reduce GHG emissions, and/or produce clean energy for customers on- site needs (more info here) Update PUC released OIR August 27; comments due September 26 Timeline Fall 20: Prehearing and scoping memo
PUC Natural Gas Proceeding Scope Examine reliability standards and proposals to mitigate the negative impact of operational issues for the gas transmission system (Track 1A/1B) Determine the long-term regulatory solutions and planning strategy the Commission should implement (Track 2) More info here Update Staff released final workshop report for the scope of Track 1A and Track 1B Comments due November 2, with reply comments due by November 17. Timeline May/June 21: Proposed Decision
CEC Decarb Assessment (AB 3232) Scope AB 3232 evaluates the cost-effectiveness of strategies to reduce GHGs from space and water heating in new and existing residential buildings by 40% below 1990 levels Update CEC currently rethinking 3232 tool s assumptions and overall strategy to ensure cost effectiveness Timeline (tentative) September: Workshop Fall 20: Draft Assessment Winter 20: CEC adopts the assessment
CEC Load Management Standards (SB 49) Scope CEC to consider amendments to the load management regulations: (1) Adjustments in rate structure to encourage use of electrical energy at off-peak hours or to encourage control of daily electrical load. (2) End use storage systems which store energy during off-peak periods for use during peak periods. (3) Mechanical and automatic devices and systems for the control of daily and seasonal peak loads. Update Tentative workshop end of year Timeline (tentative) Initial report in IEPR 2020 Begin rulemaking early next year
Self Generation Incentive Program Scope SGIP provides incentives to support existing, new, and emerging distributed energy resources. $44M allocated for HPWHs Update Awaiting staff proposal; delayed to September Panel upgrades Line extension reform Timeline September: Staff Proposal & Workshop Q1 21: Proposed and Final Decision
Electrification Rates Scope CPUC directed PG&E and SDG&E to develop electrification-friendly rates March 2020 Update PG&E filed proposal in their General Rate Case in May 2020 SDG&E will file in their next residential rate design case Timeline PG&E Testimony due in November Hearings in March 2021 Decision Q3 2021
Rulemaking on Building Decarbonization Scope A rulemaking to implement SB 1477, develop pilot programs for construction in wildfire-damaged areas, coordinate CPUC policies with Title 24 / Title 20, and establish a building decarbonization policy framework (more info here) Update Stakeholders submitted comments on Phase II proposal Several parties emphasized prioritizing simplicity in incentive layering guidelines Timeline Dec 2020: Proposed decision issued for stakeholder comment
