Jackson County Budget Reconciliation - Jackson County TTL request - Jackson County Allocation: - Over allocation: $32,057,733 $17,479,362 $14,578,371 3
OAC Subcommittee Concerns/Feedback The following questions were answered through the budget negotiation process: ColumbiaCare Services: At the time of application, ColumbiaCare was not certified to provide SUD services. Will ColumbiaCare take steps to become licensed to ensure program sustainability? ColumbiaCare completed the application process and is formally licensed to perform SUD services. Jackson County HHS: Is Jackson County HHS proposing to fund already funded positions? No; All staff working on M110-funded services and these positions are not funded by other grants. The Community Outreach Educator position is currently funded but funding will end of December 2022. This is accounted for in their budget. La Clinica: What harm reduction services will La Clinica offer? Are positions already funded through another revenue stream? Naloxone education and distribution, screening and testing, and distribution of other harm reduction supplies. The positions represented in La Clinica s budget are all new positions. 4
OAC Subcommittee Concerns/Feedback The following questions were answered through the budget negotiation process: Oasis Center of Rogue Valley: Will M 110 funds be used to secure space that will then be rented to providers? Oasis Center will not ask providers to pay rent to use their space. On Track: Is harm reduction only for housing clients? What harm reduction services will be offered? On Track will offer basic harm reduction supplies for emergency housing clients. On Track will continue to offer naloxone to all clients and refer clients to BHRN partners for comprehensive harm reduction services. Compass House: Will M 110 funds be used for SUD and mental health or just SUD? Compass House will use M 110 funds for SUD services per Chapter 944 rules. 5
OAC Subcommittee Concerns/Feedback OHA worked with all partially funded programs to revise budgets based on OAC decisions: Family Nurturing Center: OAC has concerns around hiring new staff and not using current staff. OAC voted to not fund supported employment. Family Nurturing Center removed supported employment costs from their budget and removed the duplicative staffing costs. Options for Homeless Residents of Ashland: Funding for housing only, not harm- reduction. Options for Homeless Residents of Ashland did not have any harm reduction budget-related items. Pathfinders of Oregon: Funding peer services only. Pathfinder reduced their budget. Remaining items are only peer salaries and supportive elements of their peer support program. 6
OAC Subcommittee Concerns/Feedback OHA worked with all partially funded programs to revise budgets based on OAC decisions: Rogue Community Health: Exclude salaries not in alignment with M110 (i.e., therapist team lead, therapists, DUI assessor, physician, nurse, occupational therapist). Rogue Community Health removed these salaries from their budget. Rogue Retreat: Reduce overall budget After consultation with local stakeholders and funders, Rogue Retreat decided to discontinue participation in the BHRN. Rogue Retreat Hope University: Only funding training in Jackson County. Rogue Retreat Hope University was only offering training, not direct client services, so they discontinued participation in the BHRN. 7
Budget Reconciliation Process After making reductions based on OAC feedback, Jackson County was still considerably over allocation. OHA worked with providers to identify the following cuts to bring Jackson County to allocation. Addiction Recovery Center removed the remodel costs for their drop-in engagement center, 1.0 FTE of a reporting & data tracking staff, and training. ColumbiaCare reduced their budget from 19 to 18 months. Family Nurturing Center removed the $1m capital expense as it did not seem feasible to expend the entire amount in the compressed grant timeline. They also removed some costs for parenting supports that did not seem feasible to implement in the new timeline. Jackson County HHS shifted staffing to provide higher wages to ensure living wages. They also restructured to provide more support for community outreach and program coordination. They removed a vehicle purchase, increased Narcan supplies, and removed the cost of a data collection program that was not needed. La Clinica reduced their budget by delaying hiring and reducing from 19 months to 18 months. 8
Budget Reconciliation Process After making reductions based on OAC feedback, Jackson County was still considerably over allocation. OHA worked with providers to identify the following cuts to bring Jackson County to allocation. Max s Mission reduced their budget from 19 to 18 months. Oasis Center of Rogue Valley reduced their budget by delaying hiring and reducing from 19 months to 18 months. On Track, Inc reduced their budget by delaying hiring and reducing from 19 months to 18 months. Options for Southern Oregon reduced their budget from 19 months to 16 months to reflect the new grant timeline. Pathfinders of Oregon reduced their budget by delaying hiring and eliminating some one-time startup costs for the peer drop-in center. Rogue Community Health reduced staffing by 50%, also eliminated travel and training budgets. 9

County Region Under Allocation Measure 110 OAC Guidance Reach out to approved housing providers within the county region to determine whether one or more can expand offerings to meet additional housing needs; or If the county region is still under budget after additional housing options are funded, we will pro-rate the remaining funds. 11
Overview of Housing Additions HIV Alliance increased their budget for housing assistance. OnTrack will renovate free-standing garages into studio apartments for individuals who are on the waitlist for residential treatment or detox. Options for Homeless Residents of Ashland received alternate funding to purchase low-barrier emergency housing; as a result, they will re-allocate $50k of their original budget to renovate some of that space to make it fully ADA-accessible. With the additional BHRN funds, they will add rental assistance and add 10 low-barrier emergency beds. 12
