OAC Subcommittee Concerns/Feedback The following questions were answered through the budget negotiation process: How will Community Services Consortium ensure they are directing M 110 funds to SUD clients only? Yes, M 110 funds will only be used to provide services to SUD clients. Can Phoenix Wellness Center bill for some of their services? Phoenix currently bills for services that are billable through Medicaid, however there are many services that are not billable including services offered in the county jail and other services for people who are categorically ineligible. 3

OAC Subcommittee Concerns/Feedback OHA worked with all partially funded programs to revise budgets based on OAC decisions: - CHANCE removed all housing and harm reduction costs, as they were only approved for peer services. - Lincoln County HHS was only funded for SUD services and peer support. The county reduced their Bridges to Recovery program budget by removing most staff positions, but left two positions that are directly necessary to deliver MAT for uninsured people. - Phoenix Wellness Center was directed to reduce overall budget, as it was high for the region allocation. They reduced by 16.9%. They removed a MH Therapist, reduced training, reduced equipment and supplies, partial funds for a vehicle. 4

  6. Lincoln County BHRN Negotiation - OHA facilitated discussions with all approved Lincoln County providers. Many indicated a strong preference to form two BHRNs. - Lincoln BHRN #1: Faith, Hope, and Charity, Coastal Phoenix Rising, Community Services Consortium, Conf. Tribes of Siletz, Lincoln HHS, Samaritan - Lincoln BHRN #2: Phoenix Wellness Center, Coastal Phoenix Rising, CHANCE, Lincoln HHS 6

  7. Budget reconciliation process After OAC directed reductions were made, the region was left with $272,573 to redirect toward their housing provider, Coastal Phoenix Rising. Coastal Phoenix Rising discovered an error in their original budget. With the additional funds they will be able to cover the actual costs of the rooms/beds for BHRN clients and housing vouchers. 7
