Should I publish in an Open Access journal? Dr. Tony Lelliott, on behalf of Saide, Johannesburg, South Africa Tonyl@saide.org.za
Open Access (OA) Open Access publications reduce permission requirements and eliminate price barriers for readers. OA allows access for researchers, teachers, journalists, policy makers and the general public without a subscription. Studies demonstrate that OA literature receives more citations than subscription publications.
However . Can we trust them? Aren t they predatory journals taking our IP? Are OA journals quality assured? Why publish OA if I get DHE subsidy for an article in an accredited journal?
OA Journals Journals that use a funding model that does not charge readers or their institutions for access. From the BOAI definition of openaccess , we support the rights of users to read, download, copy, distribute, print, search, or link to the full texts of these articles as mandatory for a journal to be included in the directory.
Traditional Journals Make money through advertising and subscription fees. Subscriptions are driven by quality and impact factor. This creates an incentive for high quality peer review and overall quality. But they are criticised for high fees & expecting peer review to be free.
Predatory OA Journals frequently make their money by charging a publication fee of the author. This creates an incentive to publish a lot of papers of any quality. But you could create a shell of a journal, with little staff, and publish many papers online with little cost, generating a nice revenue stream. Why not create hundreds of such journals, covering every niche scientific and academic area?
So, how to decide on a reputable OA journal Does it meet OA Standards? Is the Publisher reputable? Is It in your Academic Database? Is it in Google Scholar? Is it archived? Does it have indicators? Is it on Beall s list?
OA Standards Quality of OA journals can vary widely an authoritative list of OA journals is the Directory of Open Access Journals. All DOAJ journals use peer review or editorial quality control. Can also be a member of the Open Access Scholarly Publishers Association
Reputable Publishers Check with your librarian. Use Beall s List (archived). Please note this is not a definitive list . An OA journal that is included in a major index such as Web of Knowledge or Scopus (subscriptions required) has been critically reviewed and is likely a widely recognized and reputable OA journal
Academic Databases in your field Certain research communities have major specialized academic databases and search engines which are used to search for literature. Determine what you use and check whether the OA journal is abstracted by it.
Google Scholar Compare "Research Journal of Educational Studies and Review or "Educational Review USA" with international journal of science education What do we see?
While we are mentioning Google Scholar . Create a Google Scholar profile for yourself. Add publications if it doesn t find them all. Make your profile public. See http://blog.impactstory.org/impact- challenge-day-3-google-scholar/
Archiving Check to see if the journal you are considering is archived, or preserved for future use if the publisher ends its support or goes out of business. Publishers policies and conditions regarding self-archiving and other OA options can be confusing, but SHERPA RoMEO s directory lays details out clearly.
Indicators Indicators such as the h-index and impact factor can provide helpful information about a journal s influence. If an OA journal is relatively new, you can evaluate the publisher by checking indicators for their other journals.
Other factors to consider The choice of whether or not to be an author or an editor for an OA journal can be difficult, so don t stop with the suggestions given here. Ask your peers, subject librarian, community forums and social networks for advice as well.
DHET subsidy and OA Journals Several OA journals attract DHET subsidy. See http://www.library.up.ac.za/aoajsa.htm http://elearn.uwc.ac.za/open-access/about- open-access
