FEGLI (Life Insurance) Eligibility Employees are eligible to enroll within 60 days of employment. New employees are automatically covered by basic on their start date. Coverage Options 1. Basic: Annual salary rounded up to the next even $1,000 plus $2,000 2. Option A: $10,000 3. Option B: 1-5 multiples of your salary rounded up to the next even $1,000 4. Option C: 1-5 multiples. Each multiple equals $5,000 for the life of your spouse and $2,500 for the life of each eligible child. Situations in which employees can increase coverage 1. Qualifying Life Event 2. Life Insurance Option Season (RARE) 3. Approval after having medical examination Decline Coverage You can decline coverage at any time, but keep in mind you must be enrolled in basic in order to retain optional life insurance options. QUALIFYING LIFE EVENT (QLE) In the event you experience one of the following Qualifying Life Events, please contact your Human Resources Specialist, Beth Mason. Qualifying Life Events 1. Marriage 2. Divorce 3. Birth of Child/Adoption 4. Turning 26 (lose insurance) Timeframe to make changes For most benefits, you will have 60 days from the date of event to make changes. FSA (Flexible Spending Accounts) The Judiciary offers two types of Flexible Spending Accounts from which the money you contribute is deducted from your income before taxes: 1. HCRA. You can use pre-tax dollars to cover deductibles, copayments and other medical, dental and vision expenses not covered by health insurance. 2. DCRA. Allows you to use pre-tax dollars to cover daycare expenses. Eligibility 1. Within first 60 days of employment 2. Open Season 3. Qualifying Life Event Enrollment 1. PREFERRED METHOD. Enrollment does NOT continue year to year, so you must re-enroll during Open Season.
FSAs (continued) Grace Period Under HCRA, additional time period granted from January 1st- March 15th in which you can incur medical expenses. No grace period for DCRA. Claims Deadline to file claims for HCRA and DCRA is April 30th of year following current plan year.

BENEFICIARY FORMS The A.O. recommends employees file Designation of Beneficiary forms. It is especially important to update your beneficiary forms when you experience a Qualifying Life Event. Please submit the Designation of Beneficiary forms to Human Resources Specialist Beth Mason for processing. Designation of Beneficiary Forms 1. SF-1152 Designation of Beneficiary, Unpaid Compensation of Deceased Civilian Employee (form located on JNet). Beneficiaries receive money from deceased employing agency such as unpaid salary and lump sum annual leave payments. 2. SF-2823 Designation of Beneficiary, Federal Employees Group Life Insurance (FEGLI) Program (form located on JNet). Beneficiaries receive life insurance maintained by deceased.
eSERVICE OPTIONS Employees can submit the following personal and/or payroll changes in eService: 1. Submit name or address change 2. Manage Direct Deposit/Allotments 3. Manage W-4 Information 4. eOPF (Electronic Official Personnel File) eOPF Overview eOPF is the Electronic Official Personnel Folder which contains the official records of an employee s federal employment. Create eOPF Account To set up your eOPF account, follow the instructions included in the following link: https://hrmissc.jdc.ao.dcn/?page_id=35327 Please note it generally takes 3-4 weeks for the eOPF account to be created before you can complete the login process. eOPF Access To access eOPF, go to: JENIE; Human Resources; Login to eOPF
PAYROLL OVERVIEW Payroll Overview There are 26 pay periods in a year. Direct Deposit in mandatory. It is the responsibility of the employee to ensure your earnings statement is accurate. Contact HR immediately if there are any discrepancies. Payroll References View bi-weekly Earnings Statement through HRMIS ( JENIE; Human Resources; Login to HRMIS; Manage Personal & Payroll Info; View My Earnings Statements) Edit Direct Deposit through HRMIS (JENIE; Human Resources; Login to HRMS; Manage Personal & Payroll Info; Manage my Direct Deposit; Click Edit). Do NOT close the old account until you have received pay to the new account. You can add up to 5 allotments. CODE OF CONDUCT All employees of the United States District Court for the District of Delaware are required to adhere to the Code of Conduct. The following are canons to the Code of Conduct: Canon 1: A Judicial Employee Should Uphold the Integrity and Independence of the Judiciary and of the Judicial Employee s Office Canon 2: A Judicial Employee Should Avoid Impropriety and the Appearance of Impropriety in All Activities. Canon 3: A Judicial Employee Should Adhere to Appropriate Standards in Performing the Duties of the Office. Canon 4: In Engaging in Outside Activities, a Judicial Employee Should Avoid the Risk of Conflict with Official Duties, Should Avoid the Appearance of Impropriety, and Should Comply with Disclosure Requirements. Canon 5: A Judicial Employee Should Refrain from Inappropriate Activity. IT HELP DESK Employees can contact the Automation Department for IT support by contacting the following: 1. Submit a DED Help Desk Ticket. The DED Help Desk Ticket: icon is located on your desktop. Your username is your first name + last name and the password is your JENIE password. 2. Email the Automation Department regarding any IT matters at ded_helpdesk@ded.uscourts.gov 3. Call (302)573-4570 for automation assistance. This will ring to all automation staff members desks. IT will log your call and send the appropriate automation staff employee to resolve the IT issue as quickly as possible.
FITNESS CENTER The District Court Fitness Center is located on the third floor in room 3124. The Fitness Center includes the following equipment: Two treadmills One elliptical Two recumbent bikes Free weights Smith machine The Fitness Center is available to employees who sign the two forms below: 1.
