Status update sub prog 2 RITD: Major deliverables Expected Accomplishment: Think Tank Publication of 2 studies on Linkages between DTTs and BITs and Drivers of Intra- African Investment. Initiated work on the Study Towards a Common Investment Area: Levelling the Playing Field for Intra-African Investment . Developed the second edition of the Regional Integration Index (ARII). Developed the Investment Compendium. Contributed to the Digital Transformation Strategy for Africa.
Status update Sub prog 2: Major deliverables Expected Accomplishment: Think Tank Cont Finalization of the Study Towards a Common Investment Area: Levelling the Playing Field for Intra-African Investment. Initiate research on services for ARIA X. Development of the report on Challenges & Opportunities facing local pharmaceutical production in Africa Report. Parliamentary Document on Status of Reginal Integration in Africa presented to CoM, in March 2019 in Marrakesh.

IISD Conference for Investment Negotiators 2018 and 2019 (dedicated Africa Sessions). Annual Investment Meeting 2018 and 2019 (dedicated Africa Sessions). Meeting on The AfCFTA: Opportunities for pooled procurement of essential drugs/products and local pharmaceutical production for the continent 21 November 2019. Contributed to organization of World Investment Forum 2018 and IIA Conferences 2018/2019.
Status update sub prog 2: Major deliverables Expected Accomplishment: Convening cont Side event on the on financing the SDGs in Africa s LLDCs through strengthened trade ties within the framework of the AfCFTA December 2019. EGM of the study on Governing the Interface between the African Continental Free Trade Area and RECs Free Trade Areas: Issues, Opportunities and Challenges . EGM on ARIA X Africa s Services trade liberalization and integration under the AfCFTA.
Status update Sub Pro 2: Major deliverables Expected Accomplishment: Operational Development/launching of the electronic investment guides (iGuides) in 7 African countries. Development Account Project on services values chains in 6 African countries. Contributed to the preparation of the AU Services Sector Development Plan. Contributed to the preparation of draft Protocols on Investment, Competition and Intellectual Property. Review of the existing iGuides. Continuation of the Development Account Project on services values chains. Continued support to Phase II AfCFTA negotiations. Review of collaboration work through Video Telecommunication Conference with the RECs.
Sub Progr 2 : key results achieved Expected Accomplishments Alignment to ECA SDs: Contributions to the SDGs: Beneficiary Countries: All AU countries benefited from ECA work supporting the AfCFTA 7 countries Congo, Ethiopia, Kenya, Madagascar, Mali, Mauritania, Malawi, Nigeria, The Gambia, Togo and Zambia, launched the iGuides. All countries benefited from report on Regional Integration.
Sub Progr 2 : Opportunities Entry into force of the AfCFTA agreement creates opportunities for ECA to support the implementation phase of the AfCFTA. Increased interests from partners in supporting the implementation phase of the AfCFTA creates opportunities for new partnerships. Improved political situations in Sudan and Algeria New Strategic directions of the ECA and UN Reforms Renewed collaboration with the EU under the AfCFTA Deepened and more structured collaboration between ECA and RECs.
Sub Progr 2 : Challenges Increased demand for ECA services in supporting the implementation of the AfCFTA resulting in financial and human constraints. Need for Member States to commit more resources to enhance ownership and accountability. UN budgetary issues (25% cut). The scope of RECs demand for support for technical and material resources constraints which needs ECA contribution. When delivering support on the AfCFTA Strategies there is need for Member States to commit some financial resources to ensure ownership and accountability. Regular consultations with RECs for better alignment of their priorities for more impactful ECA interventions. Blending of resources for similar Expected Accomplishments proved to be a success between Section 18, XB , DA and RPTC.
Status update prog 3 PSDF: Major deliverables Expected Accomplishment: Enhanced capacity of member States to design and implement policies and strategies that promote innovative financing for developing capital markets to support private sector development and attract investment: Think Tank A study on Regulations and Supervision of Pension Funds in Africa presented to 13 African pension funds and 41 US-based pension funds and fund managers. Feasibility study on the Establishment of a Pan-African Credit Rating Agency jointly with APRM. Study to promote the Development of a Local Currency Bond Market in Angola. Convening U.S.-Africa investors meetings in Nairobi, Kenya, to mobilize domestic and foreign private capital for infrastructure projects in Kenya. Workshop on FinTech, Financial Regulations and Non-payment Systems.
Status update: Prog 3 PSDF Major deliverables Expected Accomplishment: Enhanced capacity of member States to design and implement policies and strategies that promote innovative financing for developing capital markets to support private sector development and attract investment: Operational Training on index and disaster risk insurance targeting select African governments, private sector, and insurance practitioners to carry out financial planning to protect vulnerable populations against climate shocks, disasters, and other crises. Advisory and technical support for the Promotion of Guinea s Competitiveness.
Status update: Prog 3 PSDF: Major deliverables cont Expected Accomplishment: Enhanced capacity of MS to formulate & implement policies to increase private sector investment in infrastructure, energy and services, for improved infrastructure provision, job creation and economic growth Think Tank Analytical work in support of the implementation of Programme for Infrastructure Development in Africa Priority Action Projects (PAP 1) and planning for PAP 2. Analytical work in support of Agenda 2063 s Continental High Speed Railway Programme. Review of the regulatory framework for private sector investment in the energy sector. Tracking SDG 7 progress on access to affordable and clean energy in Africa
Status update: prog 3 PSDF-Major deliverables Expected Accomplishment: Enhanced capacity of MS to formulate & implement policies and programmes to increase private sector investment in infrastructure, energy and services, for improved infrastructure provision, job creation and economic growth Convening Workshop on continental transport policy, the African Road Safety Action Plan (2011- 2020) and Air Transport Instruments. Promotion of Africa-China dialogue on investments in power transmission. A decision-making tool/template to measure the economic benefits of hydropower for African power utilities for faster rollout of small to medium hydropower power projects
Status update :PSDF-- Major deliverables Expected Accomplishment: Enhanced capacity of MS to formulate & implement policies and programmes to increase private sector investment in infrastructure, energy and services, for improved infrastructure provision, job creation and economic growth Operational Training of policy makers in selected African countries on application of the energy mix model and planning to promote energy mix (2019-2020). Technical advisory services to Ethiopia (electricity tariff and private sector engagement), Angola (crowding-in of private sector investors); Eritrea (energy statistical capacity development), and Ethiopia and Zimbabwe (road safety).
Status update: Section 11--Major deliverables Expected Accomplishment 1: Enhanced coherence, coordination and cooperation among United Nations agencies and organizations, within the context of PAIDA Think Tank Study report on Strengthening Regional/Subregional Coordination in support of AU. Convening Retreat of RCM-Africa Clusters and SRCMs, Kuriftu, 26 Feb to 1 March 2019. The 20th Session of RCM-Africa, Marrakech, 23-24 March 2019 (300 participants) Operational Development of Joint Workplans by RCM-Africa and the SRCMs informed by the seven strategic priorities of the AU, the UN-AU Peace and Security Framework, the UN-AU Development Framework and the strategic initiatives of the R- UNSDGs.
Status update: Section 11--Major deliverables Expected Accomplishment 2: Enhanced capacity of regional/subregional orgns (AUC, the NEPAD, the APRM and RECS to design, implement and monitor their programmes Think Tank M&E Framework and Guidelines for RCM-Africa and its SRCMs (suspended) . Convening RCM-Africa Stakeholders Meeting, Addis Ababa 25 September 2019 (60 participants) Inception Meeting on M&E Framework and Guidelines, Sept 2019 (60 participants). Operational Consultative meeting between the ECA and AUC on strengthening the work of the joint RCM- Africa Secretariat, August 2019. Consultative meeting between ECA and AUDA-NEPA on areas of collaboration in the context of their recent restructuring, August 2019.
Section 11: Key results achieved Expected Accomplishment 1 and 2: The findings/recommendations of the study on Strengthening Regional/Subregional Coordination contributed to consultations on the Regional Collaborative Platform (RCP). The development of the joint workplans serves to promote coherence and collaboration in the support being extended to the AU. The 20th session of RCM-Africa proffered recommendations on coherent UN system support for the 2019 AU theme on forced displacement; and adopted the joint workplans, thus paving the way for their implementation. The consultative meetings with AUC and AUDA-NEPAD resulted in agreements towards enhanced collaboration. The subprogramme contributed to the ES s compact on leading the change through the development of RCM-Africa and SRCM joint workplans as well as keeping track of implementation through progress reports.

Sub Progr 2 : Way Forward in 2020 Think Tank In collaboration with its partners both internally and externally: Publication on Assessing Regional Integration in Africa (ARIA). The development of the Regional Integration Index (ARII). Contribution to the Digital Transformation Strategy for Africa. Study on Governing the Interface between the AfCFTA and RECs Free Trade Areas: Issues, Opportunities and Challenges . Publication on Challenges & Opportunities facing local pharmaceutical production in Africa. Supporting AfCFTA Phase II negotiations on Investment, Competition, IPR & digital Commerce. Preparations to produce the AfCFTA Country Business Index. Preparation of ARIA X publication focusing on trade in services.
Sub Progr 2 : Way Forward in 2020 Convening In collaboration both internally and externally: Consultations with the Digital Trade Community on the advancement of the Digitalization Agenda in Africa. Upon demand : Regional, sub-regional, national forums aiming to better equip stakeholders with knowledge on the AfCFTA and its implications as well as to gather feedback to be used for national AfCFTA strategies. 1st Committee session on private sector development, regional integration, trade, infrastructure, industry and technology In collaboration with: SROs and IDEP; AUC, RECs, MoT. Participate in the 12th Ministerial Conference (MC12), 8 to 11 June 2020 in Nur-Sultan, Kazakhstan. Participation in the 2nd Intra African Trade Fair 2020, Kigali, Rwanda, 1-7 September 2020.
Sub Progr 2 : Way Forward in 2020 Operational In collaboration and internally and externally: Production of AfCFTA National Strategies . AfCFTA Country Business Index Methodology. Training programmes targeting African trade experts., in collaboration with the IDEP: on the ARII: Its use for policy development and analysis ; an economic modeling course with a focus on AfCFTA; and a course on Gender, Trade and Development . Operational Phase of the AfCFTA on 1st July 2020. Continue providing support to the implementation of the AfCFTA operational phase. Negotiate the next cycle of ATPC (2021-2026).
