  11. Phase II Proceeding D.14-01-036 was issued on January 16, 2014, to modernize and expand the CA LifeLine Program. December 24, 2015 Commissioner Sandavol issued an amended scoping memo and ruling, including: Prioritization of Phase II issues include the following: California LifeLine Reimbursements (1st Quarter 2016) Analyze service connection/activation conversion discounts and reimbursement Payment floor SSA for services with 501-999 voice minutes; and 1,000 or more Revision of the weighted average Renewal Process more efficient Updating the Renewal Process Role of CBOs, carriers, TPA during the renewal process. Consumer Protection (2nd Quarter 2016) Affordability (3rd to 4th Quarter 2016) ETC Designation Process (3rd to 4th Quarter 2016) Enrollment Process (3rd to 4th Quarter 2016) CA LifeLine Service Elements (4th Quarter 2016) Update General Order 153 (4th Quarter 2016) Outreach (3rd to 4th Quarter 2016) 11

  13. Enhanced Lifeline update Frontier Sent 600+ letters with applications to CA LifeLine subscribers who are residing on tribal lands (July 5, 2016). Hired a consultant in Native American Culture to affectively communicate to tribal communities. Met in person with tribal leaders to understand their needs. Trained their Call center reps the Enhanced Lifeline application. Budget Mobile Hasn t started testing yet but will notify CPUC once they start. 2 Pending wireless carriers to offer Enhanced Lifeline 13

  15. Next Steps TPA is currently working on a methodology to provide notification in real-time to wireless carriers regarding addresses that plot within Federally Recognized Tribal Land areas. Continue to work with selected carriers to discuss outreach/education strategies to participants. Encourage wireless LifeLine providers to participate in Federal Enhanced Lifeline program. 15
