Program Development to Capture New AGS Facility PD Title: BNL Single Event Effect Facility at the AGS PD #21-003 AD/NPP Principal Investigator: Kevin Brown Other Investigators: Adam Rusek, Charles Pearson, Nick Tsoupas Balance 5/30/2021 FY 2021 Total Budget Original Total $144,833 $128,679 It is possible there will be unexpended funds by end of FY.

  3. Project Goals The Department of Defense (DoD) is conducting an analysis of alternatives for near-term (2020-2030) and long-term (2030-2050) Single Event Effect (SEE) test capacity and capability needs. To support filling these needs, BNL proposed a facility that would operate from the AGS (PD #20-008 AD/NPP). On May 1, 2020, BNL presented the proposal to the SEE stakeholders. BNL has received positive feedback from the stakeholders. The objectives of this proposal are to develop a preliminary optics solution and prepare a brochure describing the capabilities of an AGS SEE facility. This will help refine the cost estimate and advance capture efforts for a SEE facility at the AGS.

Research Plan/Competitive Approach Two main efforts are our focus Meeting monthly with stakeholders to discuss KPPs and other technical issues white paper and brochure funding avenues, and strategy Understand and improve the cost estimate given improved design and well understood KPPs Competitive Approach Consistent engagement with stakeholders to help them build a case for their funding agencies to review This project is well aligned with the laboratory strategic initiatives in national security, strategic partnerships, and applied science BNL has the experience and resources to build and operate such a facility

Results and Accomplishments Have formulated agreed upon high level KPPs that inform the design requirements Have developed a white paper the stakeholders can distribute and use to build a case for the new facility Have expanded the discussion to fully understand the potential larger user base Stakeholders have been building a larger Users Group and held a Workshop in early April attended by over 300 people

Goals for Remainder of Project Generally, work is driven by answering questions posed by Stakeholders Still plan to workout an optics solution hopefully over the summer This will refine the elements needed in the design, including number of and strength of magnets, power supplies, and electrical load Will help revise cost estimate Look at two beam line option Look at high value components in the original estimate and revisit costs Concern = other projects are seeing higher than estimated costs for components (power supplies, vacuum, etc.). This may be Covid-19 related, but higher inflation is a factor

  8. Return on Investment The potential Users have identified the AGS facility as the best option presented to them that can support the current and future needs. If the stakeholders can secure funding and operations commitment for BNL to host this facility, it will bring in a yearly budget for operating the facility and to support a fraction of the C-AD staff for 30 years and possibly longer. Stakeholders have asked for help in securing funds, perhaps from outside partners. An effort to pursue this could help ensure capture of this project.
