  1. Roles and Responsibilities of the Branch Executive Committee Revised September 2023 The People Behind the Poppy

  2. This training package is designed to introduce Executive Committee members to the various resources available to them and to ensure they are cognizant of their roles & responsibilities. It should be read in conjunction with the General By-Laws of the Royal Canadian Legion, Alberta- Northwest NWT Command By-Laws and its Manual of Information. The People Behind the Poppy

  3. Your Role as a member of the Executive Committee Having been elected to the Executive Committee of your Branch you have accepted a most important position in your Branch. You will no doubt be asked by your Branch President to assume the Chairmanship of a specific committee at Branch level. It will be your duty as Chair of a committee to identify and assemble a committee of members to enable you to preform the duties of your specific committee . The People Behind the Poppy

Your Role as a member of the Executive Committee You must remember at all times the information that will come through your Committee will affect the well-being of your portfolio as well as the well- being of your Branch. It is very important that you keep in mind you are not alone. You can and should take advantage of your fellow Committee and Branch members in setting up and preforming the duties of your committee. Work with your fellow members and Executive Committee to better develop an effective and cohesive Branch leadership. The People Behind the Poppy

  5. The Executive Committees responsibilities Your primary responsibility will be to take part in the governance of your Branch. As a member of the Executive Committee, you are a part of a team. Work together with your members to ensure you are doing the best you can for your Branch. Bring new ideas to the table . Discuss these ideas with the President and other members of the Executive Committee. Use the knowledge from past committee members. Read and get an understanding of all the manuals that are available. Use all the tools that are available to you. The People Behind the Poppy

  6. Important things about your Branch you should know All Branches are under the discipline of Alberta- Northwest NWT Command (see Article 601 of the General By-Laws). The command, name and the branch number, in that order, shall be shown in the designation of every branch. Subject to the provisions of the General By-Laws, branches shall adopt By-Laws to govern their affairs. The normal channel of communication for all Branch members, including the Executive Committee, shall be from a member, to the Branch, from the Branch to the District Commander, and from the District Commander to Alberta-Northwest NWT Command (see Article 110 of the General By-Laws).   7. Are you familiar with the Rules of Procedure? The General By-Laws Section 1303 states in all matters of procedure not provided for in the by- laws of any command or branch, the provisions of the Legion s Rules of Procedure for Legion Meetings shall apply. In all cases where these rules do not make adequate provision, then and then only Robert s Rules of Order shall apply. All procedures are available on the Dominion Command website.   8. The Dos and Donts of your Branchs Poppy Trust Fund? As a member of the Executive Committee, it is paramount that you are aware of the regulations for making expenditures from the Poppy Trust Fund. Remember that: Funds in the Poppy Trust Fund do not belong to the Branch; these are funds, held in trust, on behalf of the public. These funds must be kept in a separate bank account, accounted for in accordance with Command direction and have a separate book of accounts. Poppy Fund shall not be reflected in any other Branch Financial Statements (i.e. counted as an asset on Income Statements). While it is the Poppy Trust Chairman s responsibility to ensure all recommendations for expenditures are compliant with the Poppy Manual, Executive Committee members must have the knowledge to verify this information before voting on a motion to expend these funds.   9. Have you read the AB-NWT Command Manual of Information? It contains all of the relevant information you will need for your Branch to be successful. You will most likely find the answers to the majority of your questions in that manual. The People Behind the Poppy

Command Council & You Remember that you are not alone; you can and should take advantage of your fellow Executive members, the Branch Officers, the District Commander assigned to your Branch and the Command SEC (via the Command Office). Look to them for ideas, discuss with them matters of importance to your Branch and the Legion in general. The future of your Branch is in your hands. Guidance is also readily available to you in Section 108 and Article VI of the General By-Laws. The People Behind the Poppy
