  2. Our Mission is To empower elders, veterans and their families to improve their quality of life through supports that promote self- sufficiency and aging in place.

History 1979 1985 1987 1992 Small, grant-funded Day Treatment program (5 employees); became part of Broward County Social Services Division (Behavioral Health Section) Community Care for the Elderly Program Behavioral Health Case Management Veterans Services Section; became a Division under the Human Services Department Home Care for the Elderly Program Alzheimer s Disease Initiative 1996 2015

  4. Our Agency 83 employees located at the Governmental Center West in Plantation and outreach offices. EVSD Operating Budget is 16.4 million dollars. Four Programmatic Sections + Administrative Staff. In FY21 we provided home- and community-based services to 3,334 Broward County seniors, 99.3% of whom stayed in their homes. In FY21 our VSOs fielded 12,214 telephone calls and filed 1,489 claims and appeals which amounted to $13,529,326 in annualized benefits. In FY21 our Behavioral Health Section served 69 clients. In FY21 our Customer Relations Unit answered approximately

AGING SERVICES GRANT FUNDING IN BROWARD COUNTY U.S. Department of Health and Human Services Administration for Community Living Older Americans Act Funding (OAA) + State of Florida General Revenue Funds State of Florida Department of Elder Affairs (DOEA) Eleven (11) Planning and Service Areas (PSA) administered by Area Agencies on Aging (AAA) PSA 10: Broward County Areawide Council on Aging of Broward County, Inc. d/b/a Area Agency on Aging of Broward County (AAA) Lead Agencies and other community providers

The Department of Elder Affairs administers programs and services for elders across the state of Florida through 11 Area Agencies on Aging, which operate as Aging and Disability Resource Centers (ADRCs). Broward County Elderly and Veterans Services Division (BCEVSD) is the designated Lead Agency for Planning and Service Area 10 (PSA 10).

  10. AGING SERVICES FUNDING IN BROWARD COUNTY Areawide Council on Aging of Broward County, Inc. Area Agency on Aging of Broward County (AAA) [OAA, State General Revenue, Local Non-Profits] + Broward County [General Revenue Funds] + Municipal Funds + Local Non-Profit Funds + Philanthropic Funds Lead Agency (EVSD) and other community providers

  11. Aging Services Network The AAA serves as the one stop shop for seniors who need assistance and they operate the Elder Helpline for Broward County. 954-745-9779 The AAA contracts with EVSD to serve as its Lead Agency through a competitive procurement process every six (6) years. EVSD has been the Lead Agency since 1986.

  12. Aging Services Network Through its Elder Helpline, AAA staff performs initial screening and assigns a priority score which determines placement on waitlists; EVSD requests waitlist releases when slots become available. Imminent and High-Risk Referrals come directly from DCF Adult Protective Services (APS) and require immediate attention and our Providers with services often needed to start within 24 -72 hours.

  13. Aging Services Network Outside of the traditional aging services network, we receive funds from DCF through the Broward Behavioral Health Coalition (BBHC) to provide behavioral health services to seniors. Broward County government also provides funding for senior services for cash match, administrative support, and direct services.

  14. New In-Home Services Applications Being Accepted for EVSD Programs Community Care for the Elderly (CCE) Alzheimer s Disease Initiative (ADI) CCE Wait List Reduction (WLR) Programs

Community Care for the Elderly Program AAA contract funded by State General Revenue dollars, County cash match and client copayment revenue. 60 years of age or older with functional impairment(s) living in their own homes alone or with caregivers. EVSD requests waitlist releases from the AAA when slots become available. Imminent and High-Risk Referrals come directly from DCF Adult Protective Services and require immediate attention.

  16. Community Care for the Elderly Program Direct Services: Assessment, Care Planning, Case Management, Case Aide. Contracted Services: Chore, Enhanced Chores; Homemaking, Personal Care, In-Home Respite, Emergency Alert Response Systems, Consumable Medical Supplies, Adult Day Care. Monthly copayment is determined by a sliding scale based on income.

  17. Alzheimers Disease Initiative AAA contract with State General Revenue dollars and client copayment revenue For individuals with Alzheimer s Disease or related dementia living in their own homes with a caregiver. Monthly copayment is determined on a sliding scale based on income. Direct Services: DOEA 701b Assessment, Case Management, Case Aide, Caregiver Group Support/Training. Contracted Services: Chore, Homemaker, Personal Care, In-Home Respite, Emergency Alert Response Systems, Consumable Medical Supplies, Adult Day Care.

  18. Community Care for the Elderly Waitlist Reduction Initiative Funded by County General Fund and client copayments. DOEA currently does not allow us to serve individuals with priority scores of 1 or 2; there are approximately over 900 people with these scores waitlisted for the CCE program. County funds services to these individuals, removing them from the waitlist. Same services and copayment as CCE Program.

  19. New In-Home Services Applications Important Information Detailed Service Description: Homemaker Services Homemaker service is defined as the accomplishment of specific home management duties by a trained homemaker. Duties may include, but are not limited to, housekeeping; laundry; cleaning refrigerators; clothing repair; minor home repairs; assistance with budgeting and paying bills; client transportation; meal planning and preparation; shopping assistance; and routine house-hold activities.

  20. New In-Home Services Applications Important Information Detailed Service Description:Personal Care Personal care is primarily the provision of assistance with eating, dressing, personal hygiene, and other activities of daily living. This service may also include other tasks that are incidental to the care provided. Assistance with meal preparation and housekeeping chores, such as bed making, dusting and vacuuming are examples of these secondary services. Personal care can include accompanying the client to clinics, physician office visits, or trips for health care, provided the client does not require special medical transportation. Personal care can also include shopping assistance to purchase food, clothing and other items needed for the client s personal care needs.

  21. New In-Home Services Applications Important Information Detailed Service Description: Respite Care In-home respite care is the provision of relief or rest for a primary caregiver from the constant, continued supervision and care of a functionally impaired older person by providing care for the person in the home for a specified period.

  22. New In-Home Services Applications Important Information Detailed Service Description: Chore Chore is defined as the performance of routine house or yard tasks, including such jobs as seasonal cleaning; yard work; lifting and moving furniture, appliances or heavy objects; household repairs which do not require a permit or specialist; and household maintenance. Pest control may be included, when not performed as a distinct activity.

  23. New In-Home Services Applications Important Information Detailed Service Description: Enhanced Chore Enhanced chore is the performance of any house or yard task necessary to provide a clean, sanitary and safe living environment. This service is beyond the scope of chore due to the level of service needed. The service includes a more intensified, thorough cleaning to address more demanding circumstances. Pest control may be included when not performed as a distinct activity.

  24. New In-Home Services Applications Important Information Licensure requirements include: Applicant Agency must have a valid, current Home Health Agency or Nurse Registry license issued by AHCA. Applicant Agency has maintained a State of Florida License as a Home Health Agency or Nurse Registry for at least the past five (5) years. All employees, contracted employees, independent contractors, subcontractors and any other person having contact with clients or access to client information must have a successful State of Florida Level 2 and a signed Background Screening Attestation of Compliance Employer Form.

  25. New In-Home Services Applications Important Information Program Terms and Requirements We have a client s choice program whereby we provide to our clients a list of service providers from which they choose. We do not advise or counsel them on their choice. They can change providers at any time. Therefore, we cannot project, predict, or guarantee any units of service. The terms and conditions of the agreement are non-negotiable; they are determined by the State of Florida, Broward County government, and our funder. The rates are non-negotiable which are established by our funder. Please refer to rated in Attachment III of the application. Each provider is required to provide a 10% match for all services provided. This is obtained by our reimbursing at 90% of the contracted service rate.

  26. New In-Home Services Applications Important Information Program Terms and Requirements Vendor must, at its sole expense, maintain the following minimum insurance coverages for the duration of the Agreement : - General Liability: $1,000,000 Combined Bodily Injury and Property Damage - Auto Liability: $500,000 Combined Bodily Injury and Property Damage (if applicable) - Workers Comp: $100,000 Each Accident (if applicable) - Employers Liability $100,000 - Professional Liability Each Claim $1,000,000 Vendor must ensure that Broward County is listed and endorsed as an additional insured. Each provider must be able to provide services to any resident of Broward County, regardless of location, types of service, and/or amounts of service. Each provider must utilize the County s client management database system to track all services provided and produce reports for monthly invoicing.

  27. New In-Home Services Applications Important Information Programmatic Requirements: All participating providers must abide by the current Florida Department of Elder Affairs (DOEA) Programs and Services Handbook, which can be found at: https://elderaffairs.org/news-events/notices-of-instruction-2022/notices-of-instruction-2020/. Providers must also abide by any licensure requirements set forth by DOEA, Florida Department of Children and Families, and the Florida Agency for Health Care Administration (AHCA).
