FAMILIES FOUNDATION (Founded 2016) Who we are: Families Foundation is a global not-for-profit whose mission is to contribute to strengthening communities in LMIC by strengthening the foundational building block of all communities the family. What we want to achieve: We want to actively contribute to a world in which all children have a safe, nurturing and stimulating environment at home and in their communities. How we do it: We work collaboratively with local organisations and other partners active in the implementing community, to build local capacity to effectively meet the needs of the community. Our Expertise: We have extensive expertise in implementation science, collaborative planning, training and supporting the delivery of evidenced informed programmes. OUR APPROACH - BUILDING CAPACITY IN FIVE AREAS Family Capacity: by supporting the implementation of practices, programs and strategies that will focus on early childhood development, positive parenting and parent competence and confidence Workforce Capacity: through training a broad range of community workers and practitioners to deliver programs that have been proven to be effective and achieve desired outcomes Community Capacity: through working with local leadership, supporting the identification of local needs and priorities to inform ongoing planning and service development. Sustainability Capacity: Through effective implementation planning and system development we will support NGOs, CBOs and communities to plan for long term and sustained effective programme delivery Monitoring and Evaluation Capacity: through our strategic partnership with Centre for Evidence and Implementation robust monitoring and evaluation plans will be developed for all initiatives and local personnel will be trained in the tools and frameworks for ongoing monitoring and evaluation 5 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES

HOW WE DO IT FAMILIES FOUNDATION works with the implementing organisation from the beginning of the process (developing funding proposals and preliminary implementation plans, and seeking out funders) through to full implementation and sustainability Families Foundation funding model provides for technical assistance through the process of engagement and securing funding without cost. Engagement Phase Organisation and community capacity building Promotes partnership building Partnership is formed between Families Foundation and the implementing partner a local NGO or network This occurs through invitation by the implementing partner and includes information exchange. Activities: Develop Funding proposals and submit to potential funding sources. Funding typically needs to be sourced for start-up, infrastructure, staffing, training, monitoring and evaluation and sustaining. Develop a Theory of Change or Logic Frame Develop strategic or operational partnerships 10 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Engagement Phase contd. Discussions through this phase include the clarification of the process, roles and responsibilities and outcomes for the initiative. These activities support the development of local leadership and community capacity building Engagement/exploration is a much longer process with more time invested than in high income country initiatives FAMILIES FOUNDATION has developed and adapted tools and resources to support the implementing organisation to: Explore what the implementing organisation/community wants to achieve Discover what capacity is available Determine what funding is available Support the implementing organisation to decide on what evidence-based programmes will achieve the desired outcomes FAMILIES FOUNDATION provides technical assistance throughout the process. Develop Partnerships: Contributing considerations Who has initiated the engagement? What is the ambition of the organisation or community? What is the motivation for engaging and partnering? What is the power-relationship in the partnership? Families Foundation works to promote partnerships within local communities, assuming a role of responsiveness and flexibility. Given the complexity of the communities, partnerships between government, funders, NGOs, international development organisations, and community-based organisations are essential for effective application of evidence- based practices. 12 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Commitment and Contracting Phase Organisation and community capacity building Supports local decision-making Funding is confirmed and management of funds agreed upon. This has significant implications in many countries due to factors from government policy with respect to foreign agencies through to corruption Leadership of the implementation process is established within the community or local NGO Activities: Establish a Leadership Team Establish roles and expectations for management of the Refine the administrative and financial processes Establish the timeline Establish the extent and nature of technical assistance to be provided by Families Foundation initiative 13 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Commitment and Contracting Phase Organisation and community capacity building Supports local decision-making Funding proposals provide the foundation for these discussions however typically the funding agreement does not provide for the full proposal as submitted, revisions will need to be made Timelines may be short with high expectations for early outputs required by the funder FAMILIES FOUNDATION has developed and adapted tools and resources to support the implementing organisation to: Develop budgets and cash flow processes Support the development of Leadership Teams Develop timelines and workplans Develop MoUs or other supports to inter-organisational agreements 14 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Support local decision-making: Contributing considerations Who is providing leadership? What is the history? What process will be used to establish local decision- making? It is critical that dissemination and implementation of programmes occurs at the direction and in response to the needs of the community in which they are being implemented. The implementing community will be supported to assume decision-making and agency of programmes implemented. This may take various forms from engaging local government leadership or local community-based organisation leadership to developing local implementing structures. 15 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Implementation Planning Phase Organisation and community capacity building and sustainability capacity building Addresses cultural acceptability and contextual adaptability Uses a systems approach Plans for sustainability Promotes the use of evidence-based practices and programmes Discussion and development of a detailed implementation plan occur at this stage. For most local NGOs this is an unfamiliar process Activities: Identify those who will be trained and prepare them for training Develop a training and coaching plan Identify who and how those delivering the service will be supported Develop a monitoring and evaluation plan, this often requires and external resource 16 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Implementation Planning Phase contd. Planning for implementation is lengthy. Local NGO engages local partners to participate The programme or practice to be implemented must enrich or complement the existing system and it must be culturally and contextually adapted FAMILIES FOUNDATION has developed and adapted tools and resources to support the implementing organisation to: Develop an implementation process Develop a training plan Develop a monitoring and evaluation plan 17 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Promote Evidence-base: Contributing considerations Are the needs, resource and capacity, and outcomes identified? Is there an understanding of evidenced programmes and practices Are there programmes and practices that have potential to meet the needs and achieve the outcome that can be implemented with the resources and capacity available? Families Foundation will support the selection of both effective interventions and effective processes for implementation. When deciding on a programme proven, effective outcomes should be part of the decision for implementing an intervention and proven implementation strategies should inform the planning and adoption of the interventions. 18 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Utilise a Systems approach: Contributing considerations What is already being provided in the community and by whom? What has previously been implemented? Who will be impacted by this implementation? How are those affected being engaged? Families Foundation supports a systems approach. Although there may be some limited benefit to the independent implementation of programmes Families Foundation suggests that the introduction of parenting programmes as part of a set of supports to parents and communities will likely provide the most effective outcomes. The Triple P system is complementary to many other support services to parents such as health care services, early childhood education, violence reduction programmes and poverty reduction programmes. 19 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
OUR MODEL CONTD. Encourage Integration and Complementarity: Contributing considerations Does the programme or practice being implemented duplicate or conflict with existing or previous programmes? How will this initiative enhance and strengthen existing programmes and practices? Can this initiative be planned to include programmes and practices that will address other needs? In the complex environment of community development Families Foundation supports an approach of complementarity , assisting NGOs and communities to integrate a range of programmes that will establish a whole that is greater than the sum of its parts . 20 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Training and Accreditation: Workforce Capacity Building Addresses cultural acceptability and contextual adaptations There are a number of circumstances that differentiate the workforce in Majority World Countries from those in high income countries. These include a workforce that may have not have formal education qualifications; those attending may not be being remunerated; those attending may have been involved in few formal training processes; training may be being provided in a second language; venues and equipment may be limited Activities: Prepare the workforce Adapt training to the context and circumstances Provide adequate time for discussion and clarification of content Work with Supervisors Ensure Peer Networks and coaching processes are in place 21 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Training and Accreditation contd. Considerable time needs to be devoted to preparation for training. Preparation includes managers, supervisors and potential practitioners. Trainers familiarity with existing practices is essential Training needs to support the cultural adaptation of materials and delivery methods, ensuring practitioners are comfortable with what can be adapted and what should not be changed to maintain fidelity FAMILIES FOUNDATION has developed and adapted tools and resources to support the implementing organisation to: Selecting and preparing workforce Supporting trainees through the training process Evaluating training 22 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Establish Cultural Acceptability and contextual adaptability: Contributing considerations What challenges might be presented given the workforce being trained? Is the Innovation/Intervention culturally acceptable? Is how it is delivered culturally aligned? What adaptations be made whilst maintaining fidelity? However strong the existing evidence is for an evidence-based practice it is imperative that it is culturally acceptable and adaptable to context. Families Foundation will support communities adopting Triple P to evaluate local acceptability and adaptation. 23 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Implementation and Maintenance: M&E and Research Capacity Building and Parent capacity building Implements processes to support sustainability Initial implementation is carefully planned with supports and clear expectations to which the workforce ahs committed Supervisors should also be supported through the initial implementation period External support is frequently required for the initial evaluation process. This should be provided in a way that supports capacity building and promotes sustained local monitoring and evaluation Activities: Support initial service delivery and ongoing competency development of workforce Engage parents through local community based worker Local worker provides parenting programme adapted to context Ongoing discussions in the community the use of parenting strategies Support data collection, analysis and feed back processes Support the engagement of a local university to partner to conduct research Work with local NGO to support an independent evaluations of service delivery 24 FAMILIES FOUNDATION: CAPACITY BUILDING IN MWC ADAPTING IMPLEMENTATION STRATEGIES
Implementation and Maintenance contd. Initial implementation and monitoring can be challenging and is frequently delayed. Ongoing communication between Families Foundation and the implementing organisation is available for problem solving. Establish Sustainability: Contributing considerations Is the sustainability plan realistic? What resources need to be secured? Are the processes and systems in place for monitoring and evaluation? What ongoing assistance will be needed and available? Significant resources are invested in implementing programmes. Families Foundation has expertise in developing effective sustainability strategies through the use of implementation science and processes. Families Foundation is currently working with local partners in: Gauteng Province, South Africa Kigali, Rwanda Monrovia, Liberia Nairobi, Kenya Kampala, Uganda Harare, Zimbabwe We are exploring the level of success that can be achieved in securing funding, implementing positive parenting programmes and sustaining effective service delivery over time.
