  3. Community Schools Overview (1) A community school is a whole-child school improvement strategy where the LEA and its schools work closely with teachers, students, and families. TONY THURMOND State Superintendent of Public Instruction Community schools partner with community agencies and local government to align community resources to improve student outcomes.

Community Schools Overview (2) Disruptions to education and access to services due to the novel coronavirus disease 2019 (COVID-19) emergency have forced LEAs and schools to rethink the direct connection between schools and families, and to examine the link between school and community services, including ways in which these links can be strengthened. Community Schools Overview (3) Community schools often include four evidence- informed programmatic features, which are aligned and integrated into culturally responsive, student-centered teaching and learning practices and environments.   8. CCSPP Overview (1) Legislation California Community Schools Partnership Act California Education Code Sections 8900 8902 and the Budget Act of 2021. TONY THURMOND State Superintendent of Public Instruction

  9. CCSPP Overview (2) In 2021, the California legislature allocated $3,015,997,000 for CCSPP to establish new and expand existing community schools, through June 2028. TONY THURMOND State Superintendent of Public Instruction The CCSPP includes three different grant opportunities and regional technical assistance centers.

  10. CCSPP Overview (3) Two of the three grant opportunities are open for application this spring: TONY THURMOND State Superintendent of Public Instruction 1. Planning Grants (at least 10 percent of total grant funding = $297,411,400) oTwo rounds oUp to $200,000 per Qualifying Entity (LEA) oUp to two years (2022 23 and 2023 24 program years) oFor LEAs with no existing community schools

  11. CCSPP Overview (4) Two of the three grant opportunities are open for application this spring: 2. Implementation Grants (up to 70 percent of total grant funding = $2,081,879,800) oMultiple rounds o2021 22 through 2027 28 program years (grant period for new community schools is five years) oAnnual grants up to $500,000 per school site oFor LEAs with existing community schools for new, expanded or continuing community schools TONY THURMOND State Superintendent of Public Instruction

Community School Defined (1) A Community school means a public school serving preschool, kindergarten, or any of grades 1 to 12, inclusive, and includes the following: Integrated support services, including the coordination of health, mental health, and social services that ensure coordination and support with county and local educational agency resources, and early screening and intervention for learning and other needs.   13. Community School Defined (2) Family and community engagement, which may include home visits, home-school collaboration, community partnerships, and school climate surveys. Collaborative leadership and practices for educators, including professional development to support mental and behavioral health, trauma- informed care, social-emotional learning, restorative justice, and other key areas.   14. Community School Defined (3) Extended learning time and opportunities, including before and after school care and summer programs. TONY THURMOND State Superintendent of Public Instruction

  15. Grant Application Review (1) The CDE is accepting applications from LEAs for the CCSPP implementation grants. TONY THURMOND State Superintendent of Public Instruction For the purposes of the CCSPP, LEAs are defined as school districts, county offices of education, and charter schools.

  16. Grant Application Review (2) The CCSPP provides funding for an implementation grant period beginning in June 2022, through June 30, 2027. The total grant budget for the current CCSPP- Implementation Grant Request for Applications is up to $400,000,000. TONY THURMOND State Superintendent of Public Instruction

  17. Intent (1) The intent of the CCSPP Implementation Grant is to support local educational agencies (LEAs) in establishing new and/or expanding and continuing existing community schools. TONY THURMOND State Superintendent of Public Instruction

  18. Intent (2) Funding may be used for any of the following purposes: Staffing, including, but not limited to, a community school coordinator, and contractor capacity. Designing and executing community stakeholder engagement strategies. TONY THURMOND State Superintendent of Public Instruction

  19. Intent (3) Coordinating and providing support services to pupils and families at or near community schools, including through childcare, expanded learning time before and after school, and during school intersessions. TONY THURMOND State Superintendent of Public Instruction

  20. Intent (4) Providing training and support to local educational agency personnel, and partner agency personnel on integrating school-based pupil supports, social-emotional well-being, trauma-informed practices, and establishing sustainable community school funding sources. Ongoing data collection and program evaluations. TONY THURMOND State Superintendent of Public Instruction

  21. Eligibility Criteria (1) The applicant must be an LEA; defined as a school district, charter school, or county office of education, that meets any of the following: At least 50% of the enrolled pupils at the educational agency are unduplicated TONY THURMOND State Superintendent of Public Instruction The LEA has higher than state average dropout rates. The LEA has higher than state average rates of suspension and expulsion. The LEA has higher than state average rates of child homelessness, foster youth, or justice-involved youth.

  22. Eligibility Criteria (2) In addition to the above, an LEA can apply on behalf of: A school that is not within an LEA that satisfies any of the criteria above, but the school demonstrates two or more of the criteria, and the school demonstrates other factors that warrant the school s consideration, including, but not limited to, fulfilling an exceptional need or providing service to a particular target population. An LEA or consortium, on behalf of one or more schools that are qualifying entities within the LEA or consortium. TONY THURMOND State Superintendent of Public Instruction

Eligibility Criteria (3) In addition to the above, the following are also eligible to apply: A county behavioral health agency that will operate the program in partnership with at least one LEA that is a qualifying entity. A federal Head Start or Early Head Start program or other government-funded early childhood program or agency that will operate the program in partnership with at least one LEA that is a qualifying entity. A childcare program or agency within a public institution of higher education that will operate the program in partnership with at least one LEA that is a qualifying entity.   24. Competitive Priorities (1) Funding priorities: 1. Applicants serving students in schools in which at least 80 percent of the pupil population are unduplicated pupils. 2. Applicants with a demonstrated need for expanded access to integrated services, including those disproportionately impacted by the COVID-19 pandemic. Applicants that involve students, parents, certificated and classified school staff, and cooperating agency personnel in the process of identifying the needs of students and families, and in the planning of support services to be offered. Applicants that commit to providing trauma- informed health, mental health, and social services for students within a multitiered system of support at or near the school site, and partner with other schools, school districts, county agencies, or nongovernmental organizations. Applicants that commit to providing early care and education services for children from birth to five years of age, inclusive, through one or more LEAs or community-based organizations. Applicants that identify a cooperating agency collaboration process, including cosignatories, a mechanism for sharing governance, and for integrating or redirecting existing resources and other school support services. Applicants that identify a plan to sustain community school services after grant expiration, including by maximizing reimbursement for services from available sources, including, but not limited to, the LEA Medi-Cal Billing Option Program, School-Based Medi-Cal Administrative Activities program, and reimbursable mental health specialty care services provided under the federal Early and Periodic Screening, Diagnosis and Treatment program (42 U.S.C. Sec. 1396d(a)(4)(B)).

  30. Competitive Priorities (7) Funding priorities (continued): In January 2022, the State Board of Education added an eighth priority: TONY THURMOND State Superintendent of Public Instruction 8. Applicants serving small and rural schools.

  31. Funding Levels The award amount for the CCSPP implementation grant shall not exceed $500,000 per school annually, for a five-year period for LEAs with existing community schools. TONY THURMOND State Superintendent of Public Instruction The grant requires a local match equal to one- third of the grant amount. The local match can be contributed in cash or as services/resources of comparable value.

  33. Program Outcome Measures The long-term measure of success for the CCSPP is the establishment and expansion of learning supports and practices, systems and related capacity building, as well as strong partnerships to better serve the needs of students and families, resulting in improved student outcome measures. TONY THURMOND State Superintendent of Public Instruction Implementation grantees are expected to fully engage the community and update implementation plan(s) annually.
