Overview The Governor issued Executive Order (EO) N-33- 20, EO N-45-20 and EO N-47-20, which, during the State of Emergency: Tony Thurmond State Superintendent of Public Instruction Requires that all California residents stay at home unless they are considered essential workers. Defines essential workers. Sustains childcare subsidies for currently enrolled families. Changes eligibility and enrollment priority requirements for children with parents who are essential workers and at-risk populations. 3

R&Rs: Data Requirements (1) Beginning April 15, 2020, R&Rs were required to gather data from providers to update, no less than twice weekly, on Tuesdays and Fridays: Tony Thurmond State Superintendent of Public Instruction Status Capacity Vacancies Licensees whose status does not change between reports do not need to provide updates. 7

R&Rs: Data Requirements (2) R&Rs report updated data to the My Child Care Plan (MCCP) at http://mychildcareplan.org/ or through an Application Program Interface (API) linkage to: Tony Thurmond State Superintendent of Public Instruction existing data systems electronic spread sheet uploads (Excel, .csv, or Access ) direct encrypted survey/form links sent to the R&R or to the licensees 8

R&R: Reallocation of Funding Local R&Rs may use funds from their California Resource and Referral Program (CRRP), California Child Care Initiative Project (CCIP), and California Preventive Health and Safety Practices (CPHSP) contracts and grants to support purchase of essential commodities and supplies for local child care providers. R&R: Reallocation of Funding CRRP This funding is to support family access to environments that are healthy and nurturing for their child s care and development. After meeting the requirements of this directive, R&Rs may reallocate CRRP funding to purchase basic commodities/supplies for child care programs, including Tribal child care, that are serving essential workers and at-risk populations. R&R: Reallocation of Funding CCIP The purpose of CCIP funding is to support and incentivize new or existing child care providers to become licensed or maintain a license. R&Rs may reallocate CCIP funding (either contract or grant funding) to purchase basic commodities for new or existing child care programs, including Tribal child care, that are serving essential workers and at-risk populations. R&R: Reallocation of Funding CPHSP Tony Thurmond State Superintendent of Public Instruction CPHSP training hubs staff and resources must refocus to provide health and safety training services, technical assistance and resource materials for providers that are continuing to care for children. 12

Develop or implement an existing system that documents available supply and reflects provider vacancies by age group on a regular basis, closures, re- openings, and to distribute informational emails or surveys to child care providers as the need arises. 17

R&Rs are to provide professional development and resources to child care providers, including both licensed centers, family child care homes and license- exempt family friend and neighbor caregivers and connect them with the local Quality Counts California consortium. 18

Continue to provide professional development and resources to child care providers, including licensed centers, family child care homes, license-exempt providers, and family friend and neighbor caregivers; and connect them with the local Quality Counts California consortium. 19

Support the professional development and licensure and/or temporary waiver of a facility for potential emergency child care providers, including sharing new COVID-19-specific training and tools as they become available. 20

Provide support to Family Friend and Neighbor (FFN) and TrustLine providers, including new FFN providers that provide care during the State of Emergency, that includes basic information on caring for children. 21

Coordinate discussion with available local LiveScan vendors, California Department of Social Services (CDSS), and California Childcare Licensing (CCL) Local Regional offices to support accessibility of LiveScan services, promptly assist with TrustLine applications, and communicate TrustLine status to applicant and relevant community partners. 22

Local Planning Councils (LPCs) Tony Thurmond State Superintendent of Public Instruction The primary mission of the Local Planning Councils (LPCs) is to plan for Early Learning and Care (ELC) services that meet the needs of the families in the local community. It is the expectation of CDE that the R&Rs and LPCs work in close coordination with each other, as well as with other county and state agencies engaged in addressing COVID-19 responses. 23

Requirements for LPCs (1) Tony Thurmond State Superintendent of Public Instruction Beginning April 15, 2020, LPCs are required to collaborate with the R&Rs and must: 1. Refocus staffing and resources to support the local emergency response led by the R&Rs. LPCs must be an active part of developing these plans and contribute to their implementation. 24

Remain open, have phone lines, email accounts, and access to up-to-date information that can be accessed by employees remotely in order to provide resources and information to families of essential workers, at-risk populations, and providers during the declared State of Emergency related to COVID-19 responses. 25

Hold meetings in accordance with the Brown Act, as modified by Executive Order N-25-20, which authorizes local legislative bodies to hold public meetings telephonically, by teleconference, or by other electronic means. 26

As a part of the local emergency child care response plan, assess ongoing local child care needs, prioritizing the needs of essential workers and at-risk populations, in partnership. FAQs (1) Question: Are the child care sanitization supplies purchased for the providers only to serve providers caring for children of essential workers, or can they be shared more widely with other providers for the purpose of capacity building? Answer: Priority assistance is to be given to child care providers who remain open (or reopen) in order to provide child care for essential workers. FAQs (2) Tony Thurmond State Superintendent of Public Instruction Question: Can R&Rs provide online interactive provider coursework to meet CDE contractual requirements? Answer: During the response to COVID-19, interactive online training is allowable strategy to provide professional development. 36

FAQs (3) Tony Thurmond State Superintendent of Public Instruction Question: Can Preventive Health and Safety Practices training be provided online during the COVID-19 shelter in place time period? Answer: Yes. Note: Please see the COVID-19 resource page from CDSS for updated information. 37

FAQs (4) Question: Are R&Rs required to use MCCP and/or use a data bridge if not using MCCP such as Everbridge? Answer: Yes. The R&Rs are required to use MCCP. If the R&R does not use MCCP, as a ramp up, Everbridge and API linkages to existing data systems are allowable, as the data will be uploaded into MCCP. Answer: As part of the local child care emergency response plan, LPCs must assess ongoing local child care needs, while prioritizing the needs of essential workers and at-risk populations as defined in MB 20-07. 39

FAQs (6) Tony Thurmond State Superintendent of Public Instruction Question: Are the LPC zip code priority reports still due at the end of May? Answer: No. The due date for the priority reports has been extended to August 1, 2020. The LPCs will not need to request an extension for this. 40
